ORDINANCE NO. 2026-03: BEING AN AMENDMENT TO ORDINANCE 2011-012 REGULATING SMOKING IN ALL WORKPLACES AND PUBLIC PLACES IN COUNTY OF DELAWARE

Attorney Danyel Struble discussed the discrepancies in prior ordinance language and the need for additional review before proceeding. The item was deferred to allow for further clarification and refinement.

ORDINANCE NO. 2026-04: BEING AN ORDINANCE TO AMEND THE DELAWARE COUNTY COMPREHENSIVE ZONING ORDINANCE (AMVETS MUNCIE POST 12. INC.)

Commissioners reviewed the proposed zoning adjustments and confirmed the Planning Commission had provided a favorable recommendation. The changes were intended to align zoning classifications with current property use.

Motion: Commissioner Brand to approve Ordinance No. 2026-04.

Second: Commissioner Henry.

Motion carried unanimously.

Old Business

613 N. Broadway, Albany

Attorney John Brooke provided an update indicating that the County is awaiting a response from the property owner regarding agreement execution. Additional steps will follow once documentation is returned.

Red Barn Roof – Fairgrounds

Commissioner Henry stated they are in the process of reviewing repair estimates and discussed options for restoration versus replacement. Additional quotes and specifications will be gathered to ensure consistent and comparable bids.

Department Head and Elected Official Reports

Community Corrections – Jayne Meranda

Jayne Meranda DCCC, presented grant funding requests for Community Corrections, Drug Court, and Veteran Treatment Court programs. Commissioners acknowledged the importance of these programs in supporting rehabilitation and reducing incarceration.

Motion: Commissioner Henry to approve the grant support letter.

Second: Commissioner Brand.

Motion carried unanimously.

County Council Update – Matt Kantz

Councilmember Matt Kantz provided an update on IT planning initiatives and long-term financial strategy development. Ongoing efforts include infrastructure planning and data analysis to support future county needs.
