OAKWOOD CITY COUNCIL WORK SESSION

SEPTEMBER 20, 2021

The Council of the city of Oakwood, Ohio, met in a work session on Monday, September 20, 2021 in the second-floor training room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Leigh Turben. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the meeting to order at 6 p.m. and began the work session by reviewing the agenda for the regular session this evening.

At 6:10 p.m., Council moved to executive session for property matters and conference with attorney.

At 7:08 p.m., Council concluded the executive session and moved back to work session.

Mayor Duncan then led a discussion on the following agenda items:

  • STATUS REPORTS:
    • Public Safety Recognition: Mayor Duncan noted that he will introduce Chief Hill at the regular session, who will recognize Captain Kevin Pruszynski and Dispatcher Jennifer Anderson for their lifesaving actions during a Roanoke fire emergency.
  • VISITORS:
    • Human Services Levy Campaign, Madeline Iseli: Mayor Duncan mentioned that Ms. Iseli will comment on the Human Services levy renewal that will be on the November 2 ballot.
    • July and August Beautification Award Winners: Mayor Duncan shared that he will recognize recipients of the 2021 July and August Beautification Awards.
  • LEGISLATION: Council discussed the following legislation scheduled for presentation at the regular session this evening:
    • A Resolution on zoning certificate extension for 1911 Ridgeway, Vice Mayor Byington
    • A Resolution to ratify signature on opioid settlement agreement, Vice Mayor Byington
    • A Resolution to approve existing property tax amounts and rates, Vice Mayor Byington
  • STAFF REPORT: Mr. Klopsch noted that Engineering and Public Works Director Doug Spitler will deliver a PowerPoint presentation at the regular session this evening.
  • AN OAKWOOD MOMENT: Mr. Stephens reported that he will recognize the OHS Marching Band concert at The Farm as the September “An Oakwood Moment” at the regular session.
  • COUNCIL COMMITTEES
    • Finance, Vice Mayor Byington
      • 2.72 Mill Levy Renewal Mailings: Mr. Klopsch shared that the letter from the Budget Review Committee (BRC) chair to promote the levy renewal has been drafted and needs to be finalized by Friday, October 1 to ensure delivery on Monday, October 11. Council had no edits.
