Discussion & Consideration of Negligent Fire Invoices
Emergency Management Director Josh Phillips provided an update to the public on the outstanding invoices. He has contacted some individuals, and they have paid the fine. Some individuals would like to make payment arrangements, while others are currently unreachable. The parties discussed adding a lien to the property if the fine is not paid. Deputy Clerk-Auditor Lexie Clayburn will work with the attorney’s office on a letter of intent.
Discussion & Consideration of Lighting Improvements at the Centennial Event Center
Centennial Event Center Director Mindi Crowley presented a concept drawing of the lighting improvements for the dirt lot at the Event Center. She proposed installing four to six poles in the ground, which would be thirteen to fifteen feet tall. Each pole will have two solar lights installed. For the fair, High School, and Junior High events, they use portable lights that are rented. The parties discussed the lighting and positioning of the poles, as well as making the poles permanent when power is available. They would use poles and posts that they already have on-site.
Discussion & Consideration of Replacing the Side-by-Side at the Centennial Event Center
Centennial Event Center Director Mindi Crowley presented a quote from AG Equipment for a Kubota RTV for $19,699.08. A quote from Weller Recreation for a Polaris UTV for $19,755.74. She also called Adams Motors in Price, Utah, but they don’t have any dump bed UTVs at this time. The current side-by-side has reached the end of its engine life, and the dump bed is not set up for the purpose it needs. The parties discussed the purchase, and it was agreed that a snow plow could be attached for the snow season. Commissioner Chugg made a motion to approve the purchase of the Kubota from AG Equipment for $19,699.08 from Fund 41. Commissioner Killian seconded the motion. Discussion & Consideration of Advertising in the Indoor Arena
Centennial Event Center Director Mindi Crowley presented a draft advertising agreement with the advertising levels and positions. She explained that she would like to sell advertising spots on the west wall of the indoor arena. She would have vinyl banners made, and each sponsor would get a riding pass with the advertisement. The banners would be taken down during the fair unless they wanted to pay for a fair sponsorship as well. The parties discussed the advertising in the indoor arena. Commissioner Killian made a motion to authorize the Event Center to start advertising in the indoor arena. Commissioner Chugg seconded the motion. Discussion & Consideration of the Comment Letter to the USFS on High Uintas Domestic Sheep Analysis
Community Development Director Mike Hyde presented a six-page letter and comment form. He explained that the analysis has been a ten-year process, and Duchesne County has submitted several comment letters throughout those years. The concern is that domestic sheep will transfer respiratory issues to big horn sheep that were reintroduced to the area. There is private land in the area, and there is still a chance of contact with domestic sheep. The County encourages the U.S. Forest Service to select Alternative 2, which will continue the traditional practice of domestic sheep grazing on the affected allotments, with the appropriate measures being taken to mitigate potential impacts on bighorn sheep. The parties discussed the letter and commended Director Hyde for his work on the letter. Commissioner Killian made a motion to approve the comment letter and comment form as presented.
