AGREEMENT FOR ECONOMIC DEVELOPMENT SERVICES

This Agreement for Economic Development Services ("Agreement") is made and entered into this 15th day of June, 2026 ("Effective Date"), by and between the Delaware County Commissioners ("County"), and the Greater Muncie Economic Development Corporation DBA Economic Development Alliance of Muncie-Delaware County ("EDA"), collectively referred to as the "Parties."

1. TERM

The term of this Agreement shall be for a period beginning April 1, 2026 and expiring December 31, 2026, unless earlier terminated as provided herein.

2. SCOPE OF SERVICES

The EDA shall provide comprehensive economic development services to the County, including but not limited to:

  • Business Attraction & Recruitment: Marketing Delaware County to prospective businesses and site selectors, responding to Requests for Proposals (RFPs) and Requests for Information (RFIs), identifying available sites, maintaining relationships with site consultants, and organizing site visits.
  • Business Retention & Expansion (BRE): Conducting outreach to existing businesses, addressing workforce issues, supporting access to state and local incentive programs, and responding to individualized needs.
  • Workforce & Talent Development: Partnering with local educational institutions and workforce agencies to align training programs with employer needs and promoting talent retention initiatives.
  • Infrastructure & Site Planning: Leading site readiness initiatives, coordinating with local government and utilities to ensure appropriate infrastructure development.
  • Economic Policy & Advocacy: Serving as a liaison between businesses and local government, advocating for economic development policies at the local, state and federal levels.
  • Marketing & Community Promotion: Promoting Delaware County's business climate and quality of life.
  • Community & Quality of Life Initiatives: Supporting efforts related to housing, transportation, and economic development planning, including the implementation of the Vision 2027 Economic Development Plan.

3. COMPENSATION

In consideration of the services provided, the County shall compensate the EDA in the amount of $112,500, payable in monthly installments of $12,500 per month. Any ancillary costs incurred by the EDA for services made at the request of the county shall be invoiced separately for reimbursement. These services include travel, business attraction events and trade shows, site visits for prospective companies, and professional fees such as legal, financial and other consulting matters.

4. REPORTING

  • Annual Update: The EDA shall provide an annual update to the Delaware County Commissioners during a public meeting.
  • The EDA shall keep the Commissioners apprised of economic development project activity through meetings and reports each month.
  • The EDA shall provide financial accounting to the Commissioners on an annual basis to document how funds are spent.
