MINUTES

The Council of the city of Oakwood, Ohio met in a work session on Monday, October 2, 2023 in the second-floor meeting room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Leigh Turben. Staff in attendance were City Manager Norbert Klopsch and Law Director Rob Jacques.

Mayor Duncan called the work session to order at 6:30 p.m. and reviewed the agenda for the regular session this evening. Thereafter, he led a discussion on the following agenda items:

• STATUS REPORTS: Mayor Duncan shared that he will announce that the 3.75 mill levy will not be on the November 7 ballot as originally planned, due to a clerical error.
• VISITORS: Mr. Klopsch mentioned that there are no visitors scheduled for the regular session this evening.
• LEGISLATION: Mr. Klopsch noted that there is no legislation scheduled for the regular session this evening.
• COUNCIL COMMITTEES
  • Finance, Vice Mayor Byington
    • 3.75 Mill Levy Renewal: Mr. Klopsch explained how the June 5, 2023 levy renewal resolution was properly sent to the Montgomery County Auditor requesting that the Auditor certify the current taxable value of the city and the amount of the revenue that would be produced through the levy renewal. He explained how the July 17 ordinance was properly adopted requesting that the Montgomery County Board of Elections place the 3.75 mill levy renewal on the November 7, 2023 ballot. Via a single clerical error, the ordinance was sent to the Auditor's office rather than the Board of Elections. This error prevents the issue from being included on the November 7 ballot. Council discussed plans for communicating to Oakwood voters that the issue will not be on the November 7 ballot. The city plans to place the issue on the March 19, 2024 ballot and to request the same amount of tax revenue as the current issue, which may result in a lower millage rate due to the new triennial valuations. In other words, the city would not seek any additional revenue from Oakwood taxpayers.
  • Public Properties, Mrs. Turben
    • Old River Use: Mr. Klopsch commented on procedures for renting the Old River athletic fields. A discussion ensued about the requirement for organized groups to provide proof of liability insurance as a condition for using the fields.
  • Safety & Traffic, Mr. Stephens
    • Five Points Intersection: Mr. Klopsch reported on the September 25 trip to Columbus and grant application presentation to ODOT officials. All went well. A decision on whether ODOT grant money will be awarded for the roundabout project is expected by late 2023 or early 2024.
