The Council of the city of Oakwood, Ohio, met in a work session on Monday, February 23, 2026, in the conference room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.
Council members present were Mayor William Duncan, Vice Mayor Steve Byington, Leigh Turben, Healy Jackson, and Sam Dorf. Staff present was City Manager Katie Smiddy. Also in attendance was Brandy Luhn with Veolia.
Mayor Duncan called the work session to order at 5 p.m. and the following items were discussed.
Police Presence – St. Patrick’s Day
Council Member Turben inquired about increasing police presence on Irving Avenue and Volusia Avenue during the University of Dayton St. Patrick’s Day celebration to help mitigate potential rowdiness and ensure public safety.
20 Rubicon Road Lease
Council Member Jackson requested an update on the lease at 20 Rubicon Road. The City Manager reported that she and the City Attorney are in communication with the Oakwood Schools Superintendent and anticipate a July move-out date.
New Resident Breakfast / Annual Move-Ins
Council Member Jackson also asked about the history of attendance at the New Resident Breakfast and the number of individuals who move into the City annually. City Manager Smiddy stated she would gather that information and provide it to Council.
Abandoned Alleys Legislation
Mayor Duncan inquired about the status of legislation related to abandoned alleys. City Manager Smiddy stated she would work with Public Works to move the matter forward.
Capital Improvement Projects (CIP) Reporting
Council Member Jackson requested a monthly listing of Capital Improvement Projects to better understand the anticipated timing of projects throughout the year.
E-Bikes
Council engaged in a lengthy discussion regarding e-bikes. City Manager Smiddy shared that the topic will be addressed at the February First Suburbs meeting and again at the March Greater Dayton Mayors and Managers meeting. She stated that the issue requires a measured and methodical approach and that she plans to meet with Chief Hill and Law Director Rob Jacques to determine what, if anything, can be addressed under current law and what enforcement tools are available. She will also review how other communities are approaching the issue and will bring that information back to Council at a later date.
Sustainability Metrics
Council Member Dorf inquired about sustainability metrics within the city and how they are measured. City Manager Smiddy explained that the City tracks several initiatives, including recycling efforts, hazardous waste participation, and other environmental programs.
