Cook Park: Mr. Weiskircher noted that site work got underway at Cook Park last week and will continue over the next several weeks leading up to the dedication of the park at 2 p.m. on Saturday, October 28.
President Dr. Eric Spina. Mr. Weiskircher explained that the neighbors biggest concern is on-street parking that occurs during each event. Not only are attendees parking on the street, but support vehicles such as equipment rental and catering trucks are also being parked on the street for extended periods of time. Neighbors indicated that many of their concerns could simply be addressed by a shuttlebus for use to transport attendees to and from events and parking any support vehicles on the property. Mr. Weiskircher and Mr. Jacques indicated that, with the approval of the City Manager, they intend to share these concerns with UD staff in an effort to try and work out a mutually agreeable solution. If this option is unsuccessful, the more formal approach will necessitate a Planning Commission hearing. Council expressed their support of the informal approach being suggested.

Shroyer Road Medians: Mr. Weiskircher explained that earlier in the day ODOT approved a request to include installation of the irrigation system and median trees through an amendment of the original Shroyer Road Construction Contract. This means the cost will be split on the same 60%/40% basis as the rest of the project. Council voiced their unanimous approval and instructed staff to proceed with this proposed work.

October 18 Public Hearing – Sugar Camp Office Building: Mr. Weiskircher confirmed that Russell Wealth Management is moving forward with the October 18 Planning Commission to amend the Sugar Camp/Pointe Oakwood Master Plan to rezone this parcel from residential to office use and to seek special use approved to construct a new corporate headquarters building on the site. In response to a question raised by Vice Mayor Byington, Mr. Weiskircher responded that only one neighbor attended an informational meeting held by Russell Wealth Management at the Dayton County Club in early September. Vice Mayor Byington noted that neither he nor his neighbor received an invitation to that event.
There being no other business, Mayor Duncan adjourned the work session at 7:26 p.m. at which time Council moved to the regular session.
