MINUTES

The Council of the city of Oakwood, Ohio, met in a work session on Monday, June 3, 2019 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Also attending for a discussion on the Devereux and Far Hills Stormwater Study were the following people: Streets Foreman Dave Shuey, Water and Sewer Line Foreman Chris Harold, Harry Herbst, P.E., P.S., LJB, and Dan Hoying, P.E., LJB.

Mayor Duncan called the work session to order at 6:20 p.m. The meeting began with a discussion on the Devereux and Far Hills Stormwater Study. Mr. Klopsch introduced Harry Herbst and Dan Hoying, two engineers from LJB. Thereafter, Mr. Klopsch provided an overview of the sanitary sewer and storm sewer issues in the area around Far Hills and Devereux. The sanitary sewer issue involves one property at 1329 Far Hills. This has been an ongoing issue that relates to the manner in which the original sanitary sewer lateral was installed for this property. Staff has informed the current property owner of actions that can be taken to mitigate backflow problems that periodically occur during major rainfall events. The storm sewer issue is the topic of the Devereux and Far Hills Stormwater Study. This study was completed by LBJ and involved a comprehensive analysis of the stormwater drainage system that discharges into the open creek near the entrance to Elizabeth Gardens, off Devereux Drive near Forrer Road. Mr. Herbst then provided a detailed briefing on the stormwater study. It included an overview of how the various drainage areas and existing underground stormwater piping were analyzed. There are three sections of existing stormwater infrastructure that were found to have structural defects. A discussion ensued on what may have caused these failures and how they might be addressed. A significant portion of the stormwater infrastructure in this area is undersized. The stormwater study included options for making improvements in three general areas. For the most significant area, three possible alternatives were presented with preliminary cost estimates ranging from approximately $1.1M to $1.2M. The two smaller projects had preliminary cost estimates at approximately $500,000 and $200,000. Following the presentation by Mr. Herbst, Mr. Hoying discussed possible funding options for each of the three potential projects. Mr. Klopsch concluded the discussion by confirming that staff will study the stormwater report and will begin to formulate a recommendation for stormwater infrastructure improvements in this area of Oakwood. This discussion concluded at 7:10 p.m., at which time foremen Dave Shuey and Chris Harold departed the meeting, as did engineers Harry Herbst and Dan Hoying.

Mayor Duncan then reviewed the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following work session agenda items:

  • Citizen Committee Appointments: Mayor Duncan noted that he will ask for a vote to appoint Bill Draper and John Donnelly to the Property Maintenance Board, and Yury Chorny and Peter Davies to the Beautification Committee.
