Delaware County Stormwater Board

Date: July 6, 2026

Members Present: Commissioner Riggin, Commissioner Brand, Commissioner Henry, Surveyor Borchers

The Delaware County Stormwater Board meeting met on July 6, 2026. The meeting was called to order by Stormwater Board President, Commissioner Brand.

The first order of business was consideration of the minutes of the March 11, 2026 Storm Water Board meeting. Surveyor Borchers made a motion to approve the minutes, and Commissioner Riggin seconded the motion. The motion was approved 3-1 with Commissioner Henry abstaining.

The second order of business was consideration of the minutes of the April 6, 2026 Storm Water Board meeting. Commissioner Henry made a motion to approve the minutes, and Commissioner Riggin seconded the motion. The motion was approved 4-0.

The Board then considered and heard updates on pending projects.

  1. Stoney Creek Drive: This has been approved and ready to move forward. Quote received from a contractor slightly less than the amount that was approved. Commissioner Henry made a motion to approve the quote, and Commissioner Riggin seconded the motion. The motion was approved 4-0.
  2. Orchard Street/Hickory Lane Drains (Woodland Park Addition/Cook Acres): Pursuing quote for additional work for Hickory Lane. Orchard is complete and can be removed from agenda.
  3. Kenn Drive: Tommie and Dean will be locating utilities and staking this week to obtain legal descriptions and will provide to legal once completed.
  4. Park One Crypto Mining Compliance: Courtney reported that they have hired Jay Crew and have reinstalled riprap swell that goes into the ditch slightly.
  5. Foundry Row (Cowan Road): Fines were issued on May 1, 2026 and gave a completion date of May 18, 2026. If not completed, a $2,500 fine would be assessed per day. Courtney went out each day until it was fixed. Fines go to Fund 4527, not back into stormwater fund. All fines go into one account. They are moving in the right direction.
  6. White River Log Jams (900 West): Flatland Resources going back and forth with DNR in regard to permit.
  7. CR 700 W: Property owner submitted plans and they were acceptable to our engineering and highway department. Mr. Greene and neighbor met with Tom and he agreed to have concrete removed and replace riprap.
  8. Desoto Drainage: Several complaints received over the last several years. Quotes received from JJC Excavating for $20,940.00 and East Central Contractors for
