PUBLIC COMMENT:

Garrett Cooper, Coups Lawn, Landscape and Trucking, 2800 South Cowan Road, Muncie, approached and stated I'm just here to introduce myself with the hopes of being able to do some work with you in the future. We have broadened our work. We're getting into a lot more construction and site work. We’ve recently purchased a Cat 320 excavator, a D5 dozer and then we have three or four skid steers, and a couple minis. With the hopes of being able to do some debrushing, possibly some drainage work, log jams and whatnot. So, just here today to put a face to the name. Thank you.

NEW BUSINESS:

Mr. Borchers stated Andrew Schwinn of McCain Brothers contacted me about an approval to tie into the Broyles #266 tile. This is just west of the interstate. He sent me all the information and I went out and looked at it. This is not too far from the outlet. I see no problem. I give it a favorable recommendation. Andrew Schwinn, McCain Brothers Excavating and Drainage, 352 West 1116 South Fairmont, Indiana, approached and stated I'm here today to introduce myself and let you know what we're doing. We’re tiling 35 acres for John Bear and want to connect to that county tile. We've already went out there, looked at it. It's in good condition, and flowing well under the interstate. Mr. Hamilton asked Mr. Surveyor, can you describe the condition of this tile from the tie- in point to the outlet? Mr. Borchers stated it was clay. It was flowing and like I said, it's not too far from where it outlets underneath the interstate. I don't see it be a problem. Mr. Hamilton moved for approval. Motion seconded by Mr. Christy. Motion approved 4-0.

OLD BUSINESS:

Mr. Borchers stated with the holidays and the weather, I didn't quote the debrushing jobs out, but I do have them ready. I will contact contractors and we will open them at February's meeting. Mr. Whitehead asked what’s the status on the two reconstructions? Mr. Borchers stated I believe that we have to vote on a task order. Mr. Hamilton stated let's talk about the Abe McConnell first. There is a claim from Banning Engineering for their work on that. They have not billed any work since the holidays for this. Their next step is a site survey which they are scheduling currently. On the other reconstruction near the Hog Creek on 700 East, the surveyor and I had a Zoom call with Lochmueller Engineering this past week. They provided a task order detailing the work that they proposed for this project. The total amount of the task order is $49,200. If we decide to approve, following approval, they will begin work. Mr. Borchers stated also, to let the board know that Jennifer keeps track of both reconstructions from both engineering firms. She puts it in the reconstruction folder, and then if the reconstruction gets accepted, all these charges will go to the landowners and not to the Drainage Board, and not to the maintenance fund if the reconstruction is approved. Mr. Christy stated I feel like we're at the beginning of both of these projects. We need to have the greatest communication right now. If we have questions for these folks, we need to ask them sooner than later. I guess I'd like to see a representative in both cases come to our meetings and talk to us about it. The folks on this side of the table, we haven't done a reconstruction. The one out there off of Centennial, I have several questions. Mr. Borchers stated I think with this task order number one, when I was on the Teams call, this will get us a lot of the information we need to know about the next step—how much it’s going to cost, what the scope of work is. This is a lot of on-the-ground work: surveying, finding culvert sizes, how much water flows in, delineating the true watershed. Once we have this information collected, we could have
