Public Hearing. After inviting the lone Zoom attendee to participate, and receiving no response, Council dispensed with the public hearing due to there being no visitors in attendance.

Thereupon, it was moved by Vice Mayor Byington and seconded by Mrs. Turben that the ordinance be passed.

STAFF REPORT

Engineering Department Presentation: Chris Kuzma, City Engineer, referenced a PowerPoint presentation and updated Council on current and upcoming projects.

The Far Hills Storm Sewer Reconstruction Project is complete. Mr. Kuzma thanked everyone involved and those passing through Oakwood for their patience during the construction. He then shared images of the old and new underground storm sewer infrastructure.

The Ohio Department of Transportation (ODOT) Urban Paving Program is on hold due to complications with the new asphalt plant owned by Barrett Paving. He anticipates about 2-3 weeks of work remaining on our Far Hills project, weather permitting.

The 2024 Sidewalk, Curb and Driveway Apron Project is underway in the Far Hills Business District. The project was awarded to A to Z Property Maintenance LLC at a contracted amount of $316,215. The work is anticipated to be completed in September. Mr. Kuzma displayed photos of the concrete repairs.

The 2024 Concrete Street Repair Program will commence again once the Sidewalk, Curb and Driveway Apron Project is completed. Concrete repairs will be made on Raleigh Road, Woodstock Drive, Ashridge Road and Devereux Drive.

The fiber optic line from the city building at 30 Park Avenue will be extended underground to Smith Gardens to service security cameras and telephones. The work should be minimally invasive.

There are a few improvement projects planned this year for the Public Works Center. The salt dome will be replaced with an expanded poly fabric structure. A storage facility will be added for the smoke safety trailer that is used by the Public Safety Department. This facility will also store items for the Oakwood Rotary hazmat disposal program and other materials.

Mr. Stephens asked about the length of time it is taking to complete the concrete paving in the business district.

Mr. Kuzma shared that the first block of repair work took longer than anticipated due to the one-way traffic movement and some unexpected additional repairs. He expects the remaining work to run more smoothly.

Mrs. Turben asked if the Ohio Department of Transportation (ODOT) will be core testing the asphalt already placed in Oakwood to ensure that it meets ODOT standards.

Mr. Kuzma answered yes.

CITY MANAGER'S COMMENTS

Mr. Klopsch thanked and commended Mr. Kuzma for all the good work in managing projects to improve Oakwood's infrastructure and communicating effectively with citizens and businesses impacted by the construction.
