WHEREAS, the Delaware-Muncie Metropolitan Plan Commission (DMMPC) is the Metropolitan Planning Organization (MPO), as designated by the Governor of the State of Indiana, for the Muncie Urbanized Area; and
WHEREAS, the Transportation Policy Committee (TPC) is the policy committee of the Metropolitan Planning Organization involved in the transportation planning process for the Muncie Urbanized Area; and
WHEREAS, the proposed modification to the FY 2026-2030 DMTIP to INDOT project DES #2301137, HMA Overlay, Structural, from 0.08 mile south of US 35/SR 28 to 0.41 mile south of SR 26, to increase FY28 Roadway CN from $41,459,082 to $58,927,000 Federal NHS funds and to increase FY28 Roadway CN from $4,606,565 to $6,547,565 State funds for a total increase of $19,409,000 was requested by INDOT; and
WHEREAS, the proposed amendment to the FY 2026-2030 DMTIP to INDOT project DES #2301137 to remove FY28 Bridge CN in the amounts of $8,921,590 Federal NHPP funds and FY28 Bridge CN State matching funds of $991,288 for a total decrease of $9,913,000 was requested by INDOT; and
WHEREAS, a public input period was held from April 15, 2026, through April 22, 2026, in accordance with DMMPC policy; and
WHEREAS, the proposed modification was processed by the DMMPC on April _____, 2026; and
WHEREAS, the above amendment was approved by the TPC by e-vote concluding on April _____, 2026.
NOW, THEREFORE, BE IT RESOLVED by the DMMPC and TPC as follows:
Section 1. That the FY 2026-2030 DMTIP be modified for INDOT project DES #2301137, to increase FY28 Roadway CN from $41,459,082 to $58,927,000 Federal NHS funds and to increase FY Roadway CN State funds from $4,606,565 to $6,547,565 for a total increase of $19,409,000 as shown on the attached Exhibit A.
Section 2. That the FY 2026-2030 DMTIP be amended for INDOT project DES #2301137 to remove FY28 Bridge CN in the amounts of $8,921,590 Federal NHPP funds and FY28 Bridge CN State funds of $991,288 for a total decrease of $9,913,000 as shown on the attached Exhibit A.
