Minutes - Oakwood City Council Work Session

The Council of the city of Oakwood, Ohio, met in a work session on Monday, February 3, 2020 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the meeting to order at 6:30 p.m. and began by reviewing the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following work session agenda items:

STATUS REPORTS:
- 2020 State of the City Address: Mayor Duncan noted that he will deliver the 2020 Address at the regular session this evening.
- Citizen Committee Appointments: Mayor Duncan mentioned that he will call for a vote at the regular session this evening to appoint several citizens to committees.
- Health District Annual Report: Mr. Klopsch reported that he will comment on the Health District Annual Report at the regular session this evening. That report will subsequently be posted on the city website. It has already been shared with the Oakwood Health Commissioner and Oakwood Board of Health, and was previously sent to the Ohio Department of Health.
VISITORS
- Wright Memorial Public Library, Kristi Hale: Mayor Duncan mentioned that Library Directory Kristi Hale will speak about library services and the March 17 tax levy ballot issue at the regular session this evening.
LEGISLATION: Council discussed the following item of legislation on the regular session agenda this evening:
- A Resolution supporting Public Works Collective Bargaining Agreement.
COUNCIL COMMITTEES
- Safety & Traffic, Mr. Stephens
  - Security Cameras and Fiber Optic Network: Mr. Klopsch confirmed that Council had received a list of all of the security cameras in operation through the City. Staff is researching options and costs for extending a fiber optic cable from the existing city fiber network to Orchardly Park. Fiber optic cable already extends to Shafor Park and Fairridge Park.
  - Traffic Enforcement and ABLE Report: Mr. Klopsch commented on discussions he has had with several Oakwood residents over the past few weeks regarding options for establishing a diversity council. These discussions also included Library Director Kristi Hale and School Superintendent Kyle Ramey. As currently envisioned, a diversity council would function as a standalone body with representation from various organizations/institutions throughout Oakwood, as well as the general public. Mr. Klopsch plans to meet with a small group of citizens, including Director Hale and Superintendent Ramey, to have additional discussions on this matter.
