MINUTES

The Council of the city of Oakwood, Ohio, met in a work session on Monday, February 27, 2017 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided. Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the council work session to order at 5 p.m. and led a discussion on the following agenda items:

• COUNCIL COMMITTEES
  • Finance, Vice Mayor Byington
    • Fee Schedule: Mr. Klopsch distributed a copy of the 2017 City Fee Schedule and explained how staff reviews these fees each year and typically adjusts the fee amounts every two or three years.
  • Planning & Zoning, Vice Mayor Byington
    • Small Cell Antennas: Mr. Jacques reviewed a draft ordinance addressing how the city could regulate the installation of small cell antennas. He explained that the Ohio Legislature recently enacted state legislation on this topic and that this state action will likely impact how the city can regulate these antenna installations. Staff will review this state action, which may affect the draft ordinance.
    • Old River Athletic Facility: Mr. Klopsch updated Council on the status of the Lane Stadium Project. The Dayton street sign at Old River Drive is now in place. The city will add a “Lane Stadium” sign under the existing Oakwood Old River Sports Complex sign at the entrance to Pointe Oakwood. This is a requirement imposed by UD in exchange for allowing the city to install stadium direction signs off River Park Drive in two locations on UD property. The four large stadium lights are now in place and functional. The ribbon cutting event takes place at 9 a.m. on Saturday, March 11.
  • Public Utilities/Waterworks/Sewer, Mr. Epley
    • Stony Hollow Landfill: Mr. Klopsch provided an update on the Stony Hollow landfill odor problem. A letter was sent last week from the Montgomery County Solid Waste District to the director of the Ohio EPA expressing concerns about the ongoing odor problem. The Montgomery County Solid Waste District Financial Advisory Committee recently discussed possible options for discontinuing the flow of Montgomery County landfill waste to Stony Hollow, but concluded that the logistics and cost implications of such action were prohibitive.
  • Safety & Traffic, Mr. Stephens
    • Shroyer Road Project: Mr. Klopsch explained staff’s plans for sending two project information letters to over 650 Oakwood property owners along the Shroyer Road corridor. One mailing will be made in the middle of March and second in late April. The construction contract will be awarded to Barrett Paving and work is expected to start sometime in May.
