• E-911 Charge and PSAPs: Mr. Klopsch explained that he is one of five members on the Montgomery County E-911 Planning Committee. The committee was recently asked by the Emergency Communications Policy Committee of the Montgomery County Regional Dispatch Center (RDC) to impose two new charges to the seven Montgomery County jurisdictions that continue to operate their own dispatch centers. One charge involves the cost of the 911 coordinator that works for the RDC, and the second cost involves an annual AT&T 911 service charge. Mr. Klopsch explained that the state has restricted the manner in which E-911 charges paid by all cell phone users in Ohio are distributed to local PSAPs. With this restriction, non-members of the RDC are understandably reluctant to accept additional costs. Mr. Klopsch will meet with the city managers of the other six PSAP jurisdictions sometime over the next few weeks to discuss this matter.
  • Streets & Alleys, Mr. Stephens
    • 2017 Sidewalk, Curb and Driveway Apron Project: Mr. Klopsch reported that this project is currently out to bid and that the 2017 work will take place on the west side of Far Hills. Mr. Klopsch also mentioned that there remain three or four weeks of sidewalk replacement work to complete under the 2016 program. This work will be done as soon as the weather permits.
• REGIONAL AGENCIES
  • MVCC, Mr. Epley
    • MVCC Board Meeting: Mr. Stephens reported that he attended the February 15 MVCC Board Meeting. The Board addressed legislation involving the distribution on franchise fees and MVCC employee health insurance. The Board also received information on an effort to use Facebook Live to promote the services of MVCC; reviewed plans for replacing and upgrading all cameras in the council chambers of MVCC member cities; and received information on the use of a drone to provide video services to member communities.
• BOARDS & COMMISSIONS

    • Recycling and Sustainability: Mr. Klopsch mentioned that staff is working on a grant application through the Montgomery County Solid Waste District Incentive Grant Program. This is being done in consultation with Dr. Masha Kisel, who is spearheading a movement in Oakwood to promote additional recycling and sustainability endeavors.
• MISCELLANEOUS
  • 2018/19 State Budget: Council discussed a draft resolution opposing the centralized tax collection provision in Governor Kasich’s proposed biennial budget. This resolution will be presented at the March 6 regular session.
  • Far Hills Business District: Council discussed the interest by Goodwill/Easter Seals to open a Goodwill store in the former Petco building. Mr. Jacques explained that opening such a store in this space would be permitted under our existing zoning code.
