OAKWOOD CITY COUNCIL WORK SESSION

NOVEMBER 3, 2025

The Council of the City of Oakwood, Ohio, met in an executive session and a work session on Monday, October 6, 2025, in the conference room at the City Building, located at 30 Park Avenue. The Mayor, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Rob Stephens, Leigh Turben, and Healy Jackson. Staff members were City Manager Katie Smiddy, City Attorney Rob Jacques, Public Works Director Doug Spitler, and City Engineer Chris Kuzma.

Mayor Duncan called the work session to order at 6:30 p.m. and reviewed the agenda for the regular session this evening. Thereafter, he led a discussion on the following agenda items:

  • STATUS REPORTS – NONE
  • VISITORS: Mayor Duncan noted that he will recognize winners of the 2025 Scarecrow Row contest at the regular session this evening.
  • LEGISLATION: Council discussed the following items of legislation scheduled for the regular session this evening:
    • An Ordinance to appropriate intrafund transfers, Vice Mayor Byington
    • An Ordinance to create a Payroll Clearing Fund, Vice Mayor Byington
    • An Ordinance to increase the water and sanitary sewer rates, Mrs. Turben
