JULY 15, 2024 COUNCIL MEETING

City Council met in public session on July 15, 2024. Here are the highlights.

Council meeting minutes were approved for the June 3, 2024 regular session, work session and executive session, and the June 17, 2024 work session and executive session.

STATUS REPORTS – NONE

VISITORS

May and June Beautification Award Winners – Mayor Bill Duncan recognized the 2024 May and June Beautification Award winners.

LEGISLATION

Oakwood City Council approved the following legislation:

  • ➢ A Resolution to authorize and direct the Director of Finance to certify certain delinquent charges for cutting noxious weeds and nuisance plant material to the County Auditor for collection.
  • ➢ A Resolution addressing the membership in the Dayton Regional Energy Special Improvement District (ESID).
  • ➢ An Ordinance to itemize and levy special assessments for the 2022 Sidewalk Repair Projects.
  • ➢ An Ordinance to itemize and levy special assessments for the 2023 Sidewalk Repair Projects.
  • ➢ A Resolution to participate in the Kroger Opioid Settlement.

Oakwood City Council conducted a first reading on the following legislation:

  • ➢ An Ordinance to Consider a Proposed Text Amendment of the Zoning Code for the placement and use of Temporary Outdoor Restroom Facilities.

PUBLIC HEARING

A public hearing was conducted to review text amendments to create a definition and provide specific regulations for the placement and use of Temporary Outdoor Restroom Facilities, commonly known as “porta-potties.” There were no visitors wishing to testify. Council will do a second reading of the ordinance at the next meeting on August 5, 2024.

STAFF REPORT

Public Safety Report: Chief Alan Hill, Public Safety Director, updated Council on the following topics: Capital Improvements; Speed Signs; Personnel Changes; PSAP Compliance; Use of Force Stats; Good Choice Tickets; Citizen Police Academy; Animal Complaints; and Animal Resource Center.

CITY MANAGER’S COMMENTS: City Manager Norbert Klopsch provided the following report:

  • ➢ The Far Hills Storm Sewer Reconstruction Project was completed in approximately 12 months. It was a major improvement to the storm sewer system. He thanked everyone impacted by the disruption of the project. He recognized Law Director Rob Jacques and City Engineer Chris Kuzma for all of their efforts with the project.
  • ➢ The Sidewalk, Curb and Driveway Apron Project is taking place in the Far Hills business district. The project will be disruptive but will result in long-term improvements.
  • ➢ The resurfacing of Far Hills Avenue began last week. Barrett Paving is making good progress.
  • ➢ Mr. Klopsch recognized two Miami Valley Communications Council (MVCC) employees who have worked closely with the city in broadcasting public meetings and establishing and utilizing the Zoom remote meeting platform.
  • ➢ Mr. Klopsch presented three awards at the Oakwood Rotary Club meeting last Friday, July 12… the Civic Leadership to Andy Aidt and Community Service to Cindy Stafford and Tracy Martin.
