2026 Citizen Committee Appointments – Mayor Duncan explained that several vacancies exist on the citizen committees. City Council and city staff are in the process of identifying citizen volunteers for future appointment.

Holiday Decorating Awards – Mayor Duncan announced the following holiday decorating award winners as the images of their homes were displayed via a PowerPoint presentation, and certificates were presented to those at the meeting:

A RESOLUTION

BY MAYOR DUNCAN NO 1944
A RESOLUTION SUPPORTING THE OHIO COMMISSION FOR THE UNITED STATES SEMIQUINCENTENNIAL (AMERICA250-OH).

A copy of the resolution, having been placed on the desks of each member of Council prior to introduction, was read by title.

Mayor Duncan explained that on July 4, 1776, 56 delegates to the Second Continental Congress signed the Declaration of Independence, establishing the United States of America as an independent, sovereign nation.

2026 is the 250th anniversary of that historic event, the birth of our nation.

The State of Ohio has created the America250-Ohio committee, which is intended to coordinate programs, projects, and events throughout the year and throughout the state to commemorate this significant milestone for our nation.

This resolution will express City Council’s support for these important efforts.

Thereupon, it was moved by Mayor Duncan and seconded by Mr. Dorf that the resolution be passed.

Upon call of the roll on the question of the motion, the following vote was recorded:

AN ORDINANCE

BY VICE MAYOR BYINGTON NO 5031
AN ORDINANCE TO AMEND THE CITY’S PERSONNEL SCHEDULE, ORDINANCE NUMBER 5026, TO CORRECT THE MAXIMUM PAY RATES FOR TWO JOB CLASSIFICATIONS, AND TO DECLARE AN EMERGENCY.

A copy of the ordinance, having been placed on the desks of each member of Council prior to introduction, was read by title.

Vice Mayor Byington explained that this is an ordinance to make a correction to the City’s 2026 personnel pay schedule, which was just adopted at the December meeting. It contained a minor typo in the maximum pay rates for two job classifications, HR Administrative Assistant and Accounting Specialist II, resulting in an inadvertent shortfall of $0.40 per hour.
