OAKWOOD CITY COUNCIL WORK SESSION
JUNE 1, 2020

The Council of the city of Oakwood, Ohio, met in a work session on Monday, June 1, 2020 in the council chamber of the city of Oakwood, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the meeting to order at 6:30 p.m. and noted that the work session is being conducted in the council chamber to provide additional space for social distancing and that the meeting is open to the public. There were no visitors attending the work session.

Mayor Duncan then reviewed the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following agenda items:

  • STATUS REPORTS: Mayor Duncan noted that he will comment on the Oakwood Public Safety Department involvement in assisting the city of Dayton and other local police departments in controlling protests conducted in Dayton this past weekend.
  • VISITORS: Mayor Duncan noted that there were no visitors scheduled to attend the regular session this evening.
  • LEGISLATION: Council discussed the following three items of legislation on the regular session agenda this evening:
    • A Resolution authorizing the City Manager to take action promoting local business, Mayor Duncan
    • An Ordinance to prohibit the use of shared mobility devices, Mr. Stephens
    • An Ordinance to add an administrative search warrant procedure to the Property Maintenance Code, Vice Mayor Byington
  • COUNCIL COMMITTEES
    • Planning & Zoning, Vice Mayor Byington
      • Rental Uses: Mr. Jacques reviewed a memorandum he prepared that provides a summary of how the Oakwood Zoning Code addresses rental properties in Oakwood. He noted that under the current code, there are no circumstances where a detached carriage house can be used as a rental property.
    • Public Properties, Mr. Epley
      • Gardner Pool: Mr. Jacques mentioned that he and Leisure Services Director Carol Collins briefed the Oakwood Board of Health last week on protocols planned for the operation of Gardner Pool during the 2020 season. The protocols were developed consistent with guidance from the Ohio Department of Health and have been reviewed by Public Health – Dayton & Montgomery County, by Sanitarian Paul Scaglione, and by the Oakwood Board of Health. The pool will open for public use on Saturday, June 6.
      • Facility Reopening: Mr. Klopsch reported that the City Administration/Public Safety Building, the Oakwood Community Center, the Oakwood Public Works Center and the Oakwood Dog Park reopened to the public today. Playground equipment, splash pads, restrooms and drinking fountains at all city parks remain closed.
