MINUTES

The Council of the city of Oakwood, Ohio, met in a work session on Monday, May 6, 2019 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the work session to order at 6:30 p.m. and began by reviewing the agenda for the regular session this evening.

Thereafter, Mayor Duncan led a discussion on the following agenda items:

• STATUS REPORTS
  • Citizen Committee Appointments: Mayor Duncan noted that there are no appointments to be made at the regular session this evening.
  • Proclamation: Mayor Duncan mentioned that he will read a proclamation this evening designating April as “Safe Digging Month”.
• LEGISLATION: Council discussed the following four items of legislation on the regular session agenda this evening:
  • An Ordinance to levy special assessments for the 2020 Street Lighting, Mr. Stephens
  • An Ordinance adopting the 2020 tax budget, Vice Mayor Byington
  • An Ordinance and public hearing to consider a proposed text amendment to the sign regulations of the Zoning Code, Vice Mayor Byington
  • An Ordinance to impose an additional permissive tax, Vice Mayor Byington
• STAFF REPORT – FINANCE DEPARTMENT: Mr. Klopsch mentioned that Finance Director Cindy Stafford will give her report this evening. She will comment on year-end 2018 finances; the 2018 financial audit; the 2019 financials year-to-date; and the new web portal bill payment system.
• COUNCIL COMMITTEES
  • Finance, Vice Mayor Byington
    • April Credit Card Transaction Detail Report: Mr. Klopsch confirmed that Council received the April report. Mayor Duncan and Mr. Klopsch signed the report acknowledging same.
  • Public Properties, Mr. Epley
    • Shafor Park Tennis Courts: Mr. Klopsch mentioned that the new sign is now installed on the tennis court fence. He added that city and school officials met with the tennis court project design professionals last week. Bilbrey Construction submitted a proposal for addressing defects in the tennis courts. The plan is currently being reviewed by the design professionals. Current plans are for the courts to be closed from mid-May through late July while the repair work is completed.
    • Gardner Pool Deck: Mr. Klopsch noted that staff will include in the 2020 capital budget a request to completely replace the deck at Gardner Pool. The deck was last replaced around the mid 1980’s. The preliminary cost estimate is $160,000. If included in the budget, the work would likely take place in the fall of 2020.
