Public Utilities/Waterworks/Sewer, Mr. Epley
- 2019 Water & Sewer Rate Survey: Mr. Klopsch reported that the survey is completed and will be distributed to all jurisdictions this week. Oakwood currently has the 7th lowest water rates and 46th lowest sanitary sewer rates.
- Montgomery County Sanitary Sewer Agreement: Mr. Klopsch mentioned that Montgomery County conducted a study last year on the methodology for establishing sanitary sewer rates for direct and indirect customers. As a result of that study, a new agreement was prepared. He will sign this agreement sometime in the next few weeks. Based on the new methodology, Oakwood's annual wastewater treatment costs paid to Montgomery County are expected to drop by around $70,000.
- Devereux and Far Hills Stormwater Study: Mr. Klopsch reported that the study is nearly complete. Mr. Klopsch will invite two engineers from LJB to the June work session so they can make a presentation and discuss their findings.

- Electric Scooters: Mr. Klopsch and Mr. Jacques explained staff's intentions on presenting an ordinance that would temporarily prohibit the use of "shared mobility devices" in Oakwood. These "shared mobility devices" take the form of dockless electric scooters and bicycles available to be rented on demand from unstaffed locations. These mobility devices have arrived in many cities across the country and have proliferated rapidly. They are largely unregulated. Staff believes that these devices should be prohibited in Oakwood because they are frequently abandoned by users in streets, sidewalks and other public places, creating visual clutter and serious safety concerns.
There being no other business, Mayor Duncan adjourned the work session at 7:23 p.m. at which time City Council moved to regular session.
