The Council of the city of Oakwood, State of Ohio, met in a work session at 6:30 p.m. in the conference room of the city of Oakwood, 30 Park Avenue, Oakwood, Ohio, 45419. Council then met in a regular session at 7:30 p.m. in the council chambers of the city of Oakwood.

The meeting was streamed live from the Oakwood city website, telecast live on Cable Access Channel 6 and was available via remote teleconferencing utilizing the Zoom.com platform.

The Mayor, Mr. William Duncan, presided, and the Clerk of Council, Ms. Lori Stacel, recorded. Mayor Duncan opened the meeting by asking all present to participate in the Pledge of Allegiance.

There were no Zoom visitors in attendance.

It was moved by Mayor Duncan and seconded by Vice Mayor Byington that the absence of Mr. Stephens be excused. Upon a viva voce vote on the question of the motion, same passed unanimously and it was so ordered.

Mrs. Hilton advised Council she had read the meeting minutes of the December 7, 2021 work session, April 4 regular session and work session, and the April 18 work session and executive session. Mrs. Hilton noted that the December 7, 2021 minutes reference a “regular session” and that should be changed to “work session.” Otherwise, she found the minutes correct and complete. Therefore, it was moved by Mrs. Hilton and seconded by Vice Mayor Byington that the minutes of the sessions of Council aforementioned be approved, with the noted correction, and the reading thereof at this session be dispensed with. Upon a viva voce vote on the question of the motion, same passed unanimously and it was so ordered.

Citizen Committee Appointments – Mayor Duncan presented the new appointment of Deborah Spears to the Property Maintenance Board.

It was moved by Mayor Duncan and seconded by Mrs. Hilton that the aforementioned appointment be confirmed. Upon a viva voce vote on the question of the motion, same passed unanimously and it was so ordered.

Magistrate Jacqueline Gaines: Magistrate Gaines shared that she is an Oakwood resident and has lived in the Dayton area for approximately 18 years. She has served the last eleven years as a magistrate in the Montgomery County Domestic Relations Court. Magistrate Gaines explained that she is running for Montgomery County Common Pleas Court Judge because the citizens of Montgomery County deserve to have a judge that treats each person with dignity and respect. She asked for the Oakwood community’s vote in the Democratic primary on May 3.

City Council wished Magistrate Gaines luck in her future endeavors.
