installation of a sports court (pickleball) and the expansion of the parking lot on the premises of 1 Russell Place.
Mrs. Valentin referenced a PowerPoint presentation and provided the following report.
The Applicant, Jerad Barnett, on behalf of Russell Total Wealth and Wellness, submitted a request for an amendment to the current Sugar Camp/Pointe Oakwood Master Plan. The amendment proposes the installation of a pickleball sports court and the expansion of the existing parking lot at 1 Russell Place.
The proposed pickleball court will be located approximately 180 feet from the public right-of-way along W. Schantz Avenue, 350 feet from the property lines adjacent to homes in Pointe Oakwood, and 240 feet west of the public right-of-way on Sugar Camp Circle. The parking lot expansion is intended to accommodate current and future needs and includes 43 additional parking spaces, for a total of 70 spaces on the site. Both the pickleball court and the expanded parking lot would be heavily screened with vegetation to help obstruct views and reduce noise impacts for neighboring businesses and residential properties.
Mrs. Valentin presented the history of amendment applications submitted to the Planning Commission, noting that each prior application had been unanimously recommended for approval by Council. She then invited Mr. Kuzma to present information regarding drainage.
Mr. Kuzma stated that the drainage plan was approved on February 9, 2026. He presented supporting maps and indicated that no changes to existing drainage patterns or stormwater runoff are expected as a result of the proposed improvements.
Mr. Aidt asked if new catch basins would be required. Mr. Kuzma responded that they would not be necessary.
Mr. Aidt stated that the presentation indicated the court would be enclosed; however, the materials did not clearly show a fence surrounding the entire court. Mrs. Valentin clarified that the fence would fully enclose the court.
Mr. Finley inquired about changes in the business necessitating additional parking. Mrs. Valentin responded that the expanded parking lot is intended for future needs and referred to the applicant for further explanation.

Jerad Barnett, the Applicant, addressed the Commission and expressed appreciation for the opportunity to present. He stated there is an immediate interest in constructing the pickleball court and noted that its location was adjusted to better serve clients and address resident concerns. He further explained that, with the continued growth of the business, there are long-term plans to explore expansion or acquisition of an additional building. Currently, the primary objectives are to construct a pickleball court and expand the existing parking lot.
Mr. Lauterbach asked what the number of current employees is and if a larger parking lot is needed.
