OAKWOOD CITY COUNCIL WORK SESSION
DECEMBER 10, 2018
The Council of the city of Oakwood, Ohio, met in a work session on Monday, December 10, 2018 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.
Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.
Mayor Duncan called the meeting to order at 6:30 p.m. and began by reviewing the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following agenda items:

STATUS REPORTS:
- Recognition of Skip and Martha Ordeman: Mayor Duncan noted that Skip and Martha will attend the regular session this evening to be recognized for their 12 years of serving as co-chairs for the Friends of Smith Gardens. Mr. Klopsch noted that several of the Ordeman family members will be present, as will Steve Kelch. Steve is the grandson of Carlton Smith, the original donor of Smith Gardens.

VISITORS:
- Lainey Teeters, Oakwood High School BOLD Program: Mr. Klopsch mentioned that Oakwood High School student Lainey Teeters will speak during the visitors section this evening. She will comment on the Oakwood High School “Building Our Lives Drug-Free” (BOLD) program, and will comment on the December 18 drugs and alcohol presentation by Montgomery County Sheriff Phil Plummer.

LEGISLATION: Council discussed the following legislation on the regular session agenda this evening:
- An Ordinance to amend existing Section 17-800.3, Supplementation of Information Filed with County Auditor Pursuant to Ohio Revised Code Sec. 5323, of the Property Maintenance Code, Vice Mayor Byington
- An Ordinance to approve updates to the Traffic and General Offenses Codes, Mr. Stephens
- An Ordinance to approve the 2019 Budget, Vice Mayor Byington
- An Ordinance to raise refuse rates, Mr. Epley
- An Ordinance to amend the organization and staffing schedule, Vice Mayor Byington
- An Ordinance to amend the personnel schedule, Vice Mayor Byington
- An Ordinance to amend compensation rates for Oakwood Court, Vice Mayor Byington
- An Ordinance to amend existing Section 505.01, Pets at Large, of the Oakwood General Offences Code, Mr. Stephens
- An Ordinance to adopt new Section 375.09, Low-Speed Vehicles, Under-Speed Vehicles, Utility Vehicles, and Mini-Trucks, of the Oakwood Traffic Code, Mr. Stephens
