Delaware County Commissioners Meeting Minutes
March 16, 2026
Call to Order
President Riggin called the meeting to order at 9:00 a.m. and welcomed those in attendance. The meeting proceeded in accordance with the published agenda.
Pledge of Allegiance
Those present stood and recited the Pledge of Allegiance. The President thanked attendees for their participation.
Roll Call
Roll call was conducted. Present were President Sherry Riggin, VP Stephen Brand, and Commissioner Shannon Henry. Auditor Edward Carroll Jr, Engineer Dean Thomas, Attorney John Brooke. A quorum was declared.
Announcements
No formal announcements were made during this portion of the meeting.
Appointments
Board of Health
Commissioner Brand noted that a letter of interest had been submitted; however, confirmation of eligibility requirements from the Board of Health had not yet been received. No action was taken pending further review.
Civic Center Authority
No new applications or recommendations were presented for consideration. No action was taken.
Fair Board
No appointments were brought forward for consideration at this time. The item was held for future discussion.
Yorktown Public Library
Commissioners discussed two potential candidates and confirmed availability/interest of the applicants.
Motion: Commissioner Henry to appoint Nick Papandria to the Yorktown Public Library Board.
Second: Commissioner Brand.
Motion carried unanimously.
Tabled Business
Drone Base Interlocal Agreement
Motion: Commissioner Brand to remove the Drone Base Interlocal Agreement from the table.
Second: Commissioner Henry.
Motion carried unanimously.
Commissioners reviewed the previously tabled agreement and discussed concerns regarding structure and long-term terms.
