Commissioner Greg Miles, Commissioner Tracy Killian, Commissioner Jeff Chugg, Attorney Stephen Foote, Public Works Director Mike Casper, Public Works Deputy Director Clint Curtis, Surveyor Ryan Allred, Human Resource Generalist Tommi Mascaro, Human Resource Payroll & Benefits Administrator Jamie Park, Economic Development Director Deborah Herron, Deputy Clerk-Auditor Lexie Young, Community Development Assistant Director Mike Gottfredson, Treasurer Stephen Potter, Centennial Event Center Director Mindi Crowley, Centennial Event Center Coordinator & Fair Assistant Jayden Sillert, Centennial Event Center Assistant Codi Jenkins, Centennial Event Center Assistant Danny Wilwant, Sheriff Travis Tucker, Human Resource Director Judy Stevenson, Emergency Management Director Josh Phillips, Department of Emergency Management Northeastern Utah Region Liaison Mechelle Miller, Duchesne County Residents Tarrie Sillert, Roger Ames, and Michael Hawley, and Commission Executive Assistant Melissa Hughes is taking the meeting minutes.

Presentation of Employee of the Month

Human Resource Director Judy Stevenson presented the Employee of the Month Award to Centennial Event Center Coordinator & Fair Assistant Jayden Sillert. Economic Development Director Deb Herron read the nomination letter she submitted for Ms. Sillert. Centennial Event Center Director Mindi Crowley congratulated her on the award and thanked her for her hard work and dedication. Each Commissioner commended her on the award and thanked her for her diligence and positive attitude.

Public Works Update

Public Works Director Mike Casper updated the public on existing projects and upcoming work. The widening project on North Crescent (CR 177) is underway. The mechanics are preparing the equipment for spring and summer operations. A gate and railroad tie was damaged on a bypass road by the Moon’s property; they are working with UDOT to repair it. River Road (CR 79) has a water issue; they are trying to determine who is responsible for the repair. The road may have to be cut to repair the water line.

Discussion & Consideration of Purchasing a Mastic Machine & Trailer

Public Works Director Mike Casper presented a quote from Wheeler Machinery for a Patcher IV Mastic Machine for $93,900.00. He explained that last week, he researched machines at other entities. The parties discussed the machine, its abilities, and using fund 41 to purchase the mastic machine. Commissioner Killian made a motion to purchase the mastic machine for $93,900. Commissioner Chugg seconded the motion. Commissioner Killian voted aye, Commissioner Chugg voted aye, and Commissioner Miles voted aye. The motion passed.

Public Works Director Mike Casper presented a quote from Wheeler Machinery for a TKSSD-41 Steel Side Dump Trailer for $81,480. He explained this trailer's durability and extra pivot point vs. others. It has a thicker bed, so it is more dent-resistant. The parties discussed the trailer. Commissioner Killian made a motion to purchase the side dump trailer for $81,480 and use fund 41 for the payment. Commissioner Chugg seconded the motion. Commissioner Killian voted aye, Commissioner Chugg voted aye, and Commissioner Miles voted aye. The motion passed.
