Public Works Director Mike Casper presented a quote from Wheeler Machinery for a 160JPY-LR Motor Grader. He explained the replacement process for the graders. He has researched other brands of graders, like John Deere, and he doesn’t think there is enough down-pressure for their work. They will trade in a grader for a credit of $42,500. The cost, including the credit, is $475,250. The parties discussed the grader and using Fund 41 for the purchase. Commissioner Chugg made a motion to purchase the grader for $475,250. Commissioner Killian seconded the motion. Commissioner Chugg voted aye, Commissioner Killian voted aye, and Commissioner Miles voted aye. The motion passed.

Public Works Deputy Director Clint Curtis gave an update on the new Public Works Building Site. The original site for the building would need a lot of work and fill. There is mudstone that could cause issues. He proposed to relocate the building and provided a printout for the new location and layout of the property. The project is now ready to go out for bid.

Centennial Event Center Director Mindi Crowley presented a yearly recap list that included the large events. Thompsen House of Hope has helped with some of their event setups. They have upgraded the building, including new furniture and paint. There is a large celebration scheduled for October of this year. The setup will be similar to the County Employee Appreciation Event. A water truck is needed for the department, and they will continue to research for the best option.

Emergency Management Director Josh Phillips gave an update on the firefighters and equipment that had returned from helping with the fire in California. Four firefighters went to California, and three stayed for 21 days. Their primary mission was for the red flag warnings. The parties discussed purchasing a new tender and foam. Javelin donated $14,000. It could be used for a foam induction hose. The oil battery fire a few weeks ago showed what is needed to be better prepared. Director Phillips will start his inspector class tomorrow; it will take several weeks to complete. The parties discussed the expansion of the Fruitland Fire Station and its cost.

Community Development Assistant Director Mike Gottfredson is working on the grants with the Utah Division of Outdoor Recreation. There is a total of eight grants, with three being closed. He is submitting the documentation and reimbursement requests. The parties discussed the other projects and what is needed for completion. Commissioner Miles asked about the drive over cattle guards and making the approach more gradual and safer.

The parties discussed House Bill 368, a large bill affecting many sections of the Utah Code. They are watching Senator Winterton’s tax bill, SB 207, closely. It will affect the county and the ordinance they are working on for the transportation mitigation fee. The parties discussed other bills that could affect land use, boundary lines, wildfires, solar panels, and water. County Day on the Hill is on Wednesday. The Commissioners will be there to represent the County.
