2025 FEE RECOMMENDATIONS

Preface:

For purposes of the State of Ohio Department of Health (ODH), mandated use of their cost methodology forms for calculation of food license fees, one must utilize data from the previous year (2023) to determine fees for the following year (2025). This is also the case for swimming pools and body art. ODH provided cost methodology forms for these programs as well that could be used to determine fees. While not mandated, these forms for swimming pools and body art were used to calculate the fees for these two programs. The fees are determined for each program by license categories.

There were six General Services staff members that participated in inspections for City of Oakwood. The end result, is a decrease in time spent in the risk food program in 2023, and an increase in time spent in mobile and temporary food, swimming pools and tattoo/body piercing/combined body art.

*Food – Risk (25 licenses)

Change the fees for the categories Level 1 thru Level 4, over and under 25,000 sq. ft. as per cost analysis summary. Fee categories will decrease by 28-30% (see attached table).

*Food – Mobile (1 license)

Created a high risk and low risk mobile food category in which the low-risk mobile is 50% of the high-risk mobile fee. Rule 3701-21 and 901:3-4 required changes to add a distinction between high and low risk mobiles and the fees to be applied.

Increase the mobile license fee (high-risk) to $78.00 and the low-risk mobile fee to $39.00. This is an increase of 161%.

*Rationale: Maximum allowable fee per cost methodology per mobile was $78.23.

*Food – Temporary (10 licenses)

Increase the fee for temporary food service license from $35.00 for commercial and $17.50 for non-commercial operations to $39.00 for commercial and $19.00 for non-commercial operations per cost methodology limits. This is an increase of 11%. The maximum allowed fee is $39.06 for commercial and $19.53 for non-commercial temporary operations.

*Rationale: We are seeing more temporary food operators applying for licenses, especially at the Farmers Market. These are conducted primarily after routine business hours.
