MAY 2026 REGULAR MONTHLY MEETING
MINUTES

The Delaware-Muncie Metropolitan Plan Commission held its regular monthly meeting on Thursday May 7, 2026 at 6:00 PM in the Commissioners’ Court Room (309A) of the Delaware County Building, Muncie, Indiana. President Smith called the meeting to order.

ROLL CALL:

Ms. Swackhamer called roll and the following members were present: Mr. Brand, Mr. Carroll, Mr. Dishman, Ms. Hensley, Mr. Ivy, Ms. Kring, Ms. Sipe, and Mr. Smith. Absent: Mr. Borchers, Mr. Leach, Mr. Landess, Mr. LaChat. Also present: Mr. Murphy, attorney for the Board.

MINUTES:

Mr. Brand made a motion to approve the April 2026 regular monthly meeting minutes. Mr. Dishman seconded the motion. Voting in favor: Mr. Brand, Mr. Carroll, Mr. Dishman, Ms. Hensley, Mr. Ivy, Ms. Sipe, and Mr. Smith. Voting against: None. Motion carried (7-0), April 2026 minutes approved.

Being a consideration of an appeal filed by Wheeling Avenue Church of the Nazarene, requesting a change in zone from the R-2 Residence Zone to the BV Variety Business Zone at the premises of 4600 North Wheeling Avenue, Muncie, Indiana, as more accurately described in the application.

Brad Warner, owner of Studio 22, appeared. He stated that he had owned the personal training business since 2002 which was currently located across the street from the church and had an A+ rating from the Better Business Bureau. He stated that he had a contract to purchase the church and would like to rezone the property to move his business to that new location. He stated that they were open from 7:00 AM to 7:00 PM and that they were not open much on the weekends. He stated that the training by was appointment only so there was not a large volume of traffic.

Mr. Smith asked if this was a YMCA type of fitness center, and asked how many people might be at the facility at one time.

Mr. Warner stated no, this was personal fitness training and that they would typically see 25-40 each day. He stated that they may have 12 cars there at one time and that there were 30 parking spaces on the property.

Mr. Ivy asked if Mr. Warner was currently sharing a facility.

Mr. Warner stated yes, they shared space with Crabtree Photography and that at one time he had owned that building with Mr. Crabtree and had since sold it and was paying rent.
