services greatly. He stated that the center had worked very hard for a bus stop to make it easier for people to get there. He stated that they would be open 7 days a week and that it was a place for people to come, even if they were not seeking treatment because this was a recreational and behavioral health center. He stated that they had support from Veterans Affairs, as well as many other not for profit groups in that area.

Mr. Brand asked if they were not for profit or for profit.

Mr. Deutchman stated that they were a for profit facility so they would be taking care of all the building expenses and would only be charging the Senior Center $1 per month since they relied on donations.

Mr. Brand asked about the anticipated daily traffic amount to be.

Mr. Deutchman stated that they may see 70 more people each day for their programs called IOP’s which were intense therapy that may last for 3 hours and included arts and crafts, meals, and therapy. He stated that they also had PHP programs which lasted 5 hours for those who needed more services and this was a very underserved population within Delaware County and Muncie.

Mr. Smith stated that he was not diminishing the needs, but that he had concerns since this was a big change and wanted to make sure that an expansion on a variance was enough and that they would not run into any problems later on.

Mr. Deutchman stated that they were scheduled to be at the BZA meeting last month and then it was decided that they should come to this Board first.

Ms. Swackhamer stated that the applicant was following recommendations from the office that this was the path they needed to take since the previous approval was for a special use.

Mr. Murphy stated that his office had some involvement in this transaction and therefor he was not able to offer any advice to the Board. He stated that if there was a legal question that needed and answer that they could seek special counsel on the matter.

Julie Meares, Executive Director of the Muncie-Delaware County Senior Center appeared. She stated that last year alone they spent over $58,000 in maintenance and repair to the building. She stated that they were a very small non-profit and it was not sustainable for them to continue to maintain the building. She stated that the options were to tear down part of the building, abandon the building, or find a partner and that this partnership eliminates those expenses and was a big relief and the demand on their finances. She stated that when she became the Executive Director, she began noticing that they had patrons that needed counseling and that they would have loved to offer medical services as well. She stated that she had a partnership with the Muncie Police Department Social Work offerings and that it was not good enough since their meetings were not regular. She stated that she had met with IU Health, Meridian Heath, and Ball Stated College of Health trying to bring medical services to the building and no one wanted to work out that partnership. She stated that this answers those issues and will allow for on-site counseling and medical professionals in person to meet those needs for the seniors who are at the center already.

Patrick Womack appeared to speak in support. He stated that he lived 2 blocks south of the center and that he was involved in the Veteran’s Project. He stated that a complaint had been the deterioration of the building, and that this was a huge step in refurbishing it and bringing back some pride to the area.
