OAKWOOD CITY COUNCIL WORK SESSION
FEBRUARY 1, 2021
The Council of the city of Oakwood, Ohio, met in a work session on Monday, February 1, 2021 in the second floor training room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.
Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Also in attendance were Mrs. Leigh Turben and Public Safety Director Alan Hill.
Mayor Duncan called the work session to order at 6:30 p.m. and reviewed the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following agenda items:
Mr. Klopsch commented that Chief Hill was present to discuss emergency preparedness and response, if needed, to incidents or events in the council chamber and other city facilities. Chief Hill led a discussion on the City’s security infrastructure and testing protocols. Chief Hill then discussed a proposal under consideration to establish a “Good Choice Ticket” program for the Safety Department. Public Safety Officers would be given a set number of these “tickets” for presentation to individuals in the community who demonstrate a behavior or take an action worthy of praise/recognition. Chief Hill then departed the meeting.
Mayor Duncan continued the meeting by discussing the following items:

STATUS REPORTS:
- Citizen Committee Appointments: Mayor Duncan mentioned that he will call for a vote at the regular session this evening to appoint several citizens to committees.
- VISITORS: Mr. Klopsch confirmed that there were no scheduled visitors planning to speak the regular session this evening. However, several members of Mrs. Turben’s family will be in attendance.

LEGISLATION: Council discussed the following legislation scheduled for presentation at the regular session this evening:
- An Ordinance to provide an appropriation from the Fire Insurance Trust Fund, Vice Mayor Byington.
- STAFF REPORT: Mr. Klopsch noted that Chief Hill will deliver a PowerPoint presentation at the regular session this evening.
- RESIGNATION AND APPOINTMENT OF COUNCIL MEMBER: Mayor Duncan reviewed the sequence of events for the resignation of Mr. Epley and the appointment of Mrs. Turben at the regular session this evening.
