MARCH 2026 REGULAR MONTHLY MEETING
MINUTES
The Delaware-Muncie Metropolitan Plan Commission held its regular monthly meeting on Thursday, March 5, 2026 at 6:00 PM in the Commissioners Court Room (Room 309A) of the Delaware County Building, Muncie, Indiana. President Chris Smith called the meeting to order.
Ms. Swackhamer called roll and the following members were present: Mr. Borchers, Mr. Brand, Mr. Carroll, Mr. Dishman, Mr. Ivy, Mr. LaChat, Mr. Landess, Ms. Sipe, and Mr. Smith. Absent: Ms. Hensley, Ms. Kring, and Mr. Leach. Also present: Mr. Wiseley, attorney for the Board.
Mr. Landess made a motion to approve the February 2026 regular monthly meeting minutes. Ms. Sipe seconded the motion. Voting in favor: Mr. Brand, Mr. Carroll, Mr. Dishman, Mr. Ivy, Mr. LaChat, Mr. Landess, Ms. Sipe, and Mr. Smith. Voting against: None. Motion caried, February 2026 minutes approved.
Being a consideration of an appeal filed by Amvets, Muncie Post 12, INC, requesting a change in zone from the split zoning of II Intense Industrial Zone, BC Community Business Zone and F Farming Zone to the F Farming Zone and BC Community Business Zone at the premises of 7621 North State Road 3, Muncie, Indiana, as more accurately described in the application.
Kathy Vannice, Ashton Land Surveyor, 325 W. Washington St., Muncie, Indiana, appeared to represent the applicant. She stated that the goal was for Amvets to add a picnic shelter on the area zoned Community Business. She stated that upon applying for the permits it was discovered that there was a split zoning issue on the property with 3 different zonings. She stated that they were proposing that behind the northern part of the property on the westside, which was already zoned Community Business, they would go west ~150’ and south ~555’ and rezone that section to the Community Business Zone. She stated that next, the portion on the south side of the property which was zoned Intense Industrial Zone, they would like to rezone to the Farming Zone so that once the split occurs the zoning will be the same.
Mr. Smith asked if the if this was all for the intentions of building a picnic shelter.
Ms. Vannice stated yes. She stated that they would be utilizing the existing parking and that this would just clean up the split zoning issues.
Mr. Carroll asked what types of events would be held in that area of the property.
