The Council of the city of Oakwood, State of Ohio, met in a work session at 6:30 p.m. in the conference room of the city of Oakwood, 30 Park Avenue, Oakwood, Ohio, 45419. Council then met in a regular session at 7:30 p.m., in the council chambers of the city of Oakwood.

The Mayor, Mr. William Duncan, presided, and the Clerk of Council, Ms. Lori Stacel, recorded. Mayor Duncan opened the meeting by asking all present to participate in the Pledge of Allegiance.

Mrs. Hilton advised Council she had read the meeting minutes of the December 10, 2018 regular session and work session. Mrs. Hilton reported she found the minutes correct and complete. Therefore, it was moved by Mrs. Hilton and seconded by Mr. Byington that the minutes of the sessions of Council aforementioned be approved as written and the reading thereof at this session be dispensed with. Upon a viva voce vote on the question of the motion, same passed unanimously and it was so ordered.

STATUS REPORTS

PSO Swear-In – Mayor Duncan recognized new Public Safety Officers Chris Slone and Ryan Wells, and their families. He then administered the Oath of Office. Chief Hill welcomed and introduced PSO Slone and PSO Wells. He shared that both officers are valuable assets to the Public Safety Department.

Recognition of Dr. Richard Garrison, MD – Mayor Duncan shared that Dr. Garrison served as the Oakwood Safety Department Medical Director from 1983 until 2009. This was a volunteer position. Throughout his 26 years as Medical Director, Dr. Garrison graciously volunteered his time to ensure that Oakwood maintained an excellent and highly regarded emergency medical program. He provided oversight of the EMS services delivered by the Oakwood Public Safety Department, and guided the department in steadily improving the quality of the medic response and pre-hospital care. Dr. Garrison worked with Safety Department staff on developing and implementing a Quality Assessment and Quality Improvement Program with the goal of continuous improvement in meeting the emergency medical needs of the Oakwood community. Dr. Garrison was appointed as Oakwood’s Health Commissioner on January 1, 2008. As Health Commissioner, he provided administrative and professional leadership and counsel to the City’s Health Department. Dr. Garrison worked with the Oakwood Board of Health, city staff, and officials from the Oakwood City Schools in addressing health issues around the community. He
