also interfaced with officials from Public Health – Dayton & Montgomery County, and from the Ohio Department of Health. Dr. Garrison served the city of Oakwood with distinction for 35 years. His passion for service and keen understanding of the needs of the Oakwood community was recognized in all of his work and made him an invaluable asset to the city of Oakwood.

Mr. Klopsch shared that much like City Council, the Health Commissioner’s pay is very nominal. Dr. Garrison was committed to public service. He was available 24/7 to address issues that arose. City staff greatly appreciated Dr. Garrison’s availability and his service to the community.

Chief Hill shared that as Medical Director, Dr. Garrison provided oversight of the EMS services delivered by the Oakwood Public Safety Department. He guided the department in steadily improving the quality of the medic response and pre-hospital care, serving at a time when paramedic programs experienced significant enhancements. Dr. Garrison was instrumental in developing and implementing the Quality Assessment and Quality Improvement program. Chief Hill closed his statements by saying that the Public Safety Department will continue to work on the foundation built by Dr. Garrison.

Dr. Garrison shared that the Oakwood Safety Department is truly first-class. He thanked City Council and City staff for the opportunity to serve the Oakwood community.

Health Commissioner Position – Mr. Klopsch read an excerpt from the February 4, 1931 Board of Health meeting minutes that explained the beginning of the Oakwood Health District. The 1930 Census showed that the population exceeded 5,000, which made Oakwood a city and no longer a village. He shared that similar to the long tenure of City Managers, there have only been five Health Commissioners appointed since 1931. He then introduced Dr. Stephen Enseleit, MD as the fifth Oakwood Health Commissioner. Mr. Klopsch shared that Dr. Enseleit was appointed to the position of Health Commissioner, effective January 1, 2019. Oakwood operates its own local health district, and the Oakwood Board of Health is established by City Charter. The Health Commissioner is appointed by the City Manager and reports to the Board of Health. Dr. Enseleit is an emergency medicine physician for Emergency Medicine Specialists, serving in patient care throughout the Kettering Health Network, and in a leadership role within the emergency department at Kettering Medical Center. He earned a BS in Chemical Engineering from Case Western Reserve University, and an MD from the University of Cincinnati. Dr. Enseleit is licensed by the American Board of Emergency Medicine.

Dr. Enseleit thanked City Council for the opportunity. He shared that he has three kids, with the youngest attending Harman Elementary, so he plans to have a long tenure as well.

Mayor Duncan welcomed Dr. Enseleit and shared his appreciation for Dr. Garrison’s service on behalf of the citizens of Oakwood.

Council Committee Assignments – Mayor Duncan explained that there are several committees of Council that consist of two members that meet as needed to discuss various topics. Mayor Duncan indicated that Council decided to leave the committee assignments the same as last year. It was moved by Mayor Duncan and seconded by Mr. Stephens that the assignments be confirmed.
