The Council of the City of Oakwood, State of Ohio, met in a work session at 6:30 p.m. in the conference room of the City of Oakwood, 30 Park Avenue, Oakwood, Ohio 45419. Council then met in a regular session at 7:30 p.m. in the council chambers of the City of Oakwood.

The meeting was streamed live on the Oakwood city website and broadcast on Cable Access Channel 6.

The Mayor, Mr. William Duncan, presided, and the Clerk, Ms. Lori Stacel, recorded. Mayor Duncan asked all present to participate in the Pledge of Allegiance.

Mr. Dorf advised Council he had read the meeting minutes of the June 1, 2026, regular session and work session, and the June 15, 2026, work session. Mr. Dorf reported that he found the minutes to be correct and complete. Therefore, it was moved by Mr. Dorf and seconded by Mrs. Turben that the minutes of the sessions of Council aforementioned be approved as written and the reading thereof at this session be dispensed with. Upon a viva voce vote on the question of the motion, same passed unanimously, and it was so ordered.

Karen Knoll, 295 W. Thruston Boulevard, addressed Council regarding the maintenance of tall grass on property owned by the Dayton Country Club along the Kettering side of W. Thruston Boulevard. She explained that Dayton Country Club has implemented a landscape plan utilizing native grasses to reduce maintenance and costs, resulting in grass reaching approximately eight inches in height adjacent to neighboring properties. Ms. Knoll stated that she has communicated with both the City of Kettering and Dayton Country Club and noted that Kettering recently adopted landscape standards for golf courses that allow taller native grass. She expressed concern that the area has become increasingly unattractive and requested that the City of Oakwood work with the City of Kettering and Dayton Country Club to encourage improved maintenance.

Cheryl Suich, 291 W. Thruston Boulevard, also commented on the lack of maintenance at the Dayton Country Club along W. Thruston Boulevard. She shared photographs of the tall grasses across from the Oakwood residences on W. Thruston Boulevard. She stated that she had previously discussed the issue with representatives of the Dayton Country Club and Vice Mayor Byington, resulting in some maintenance improvements, but indicated that the condition remains a long-term concern. She stated that residents chose to live in Oakwood because of its high community standards and asked the City to continue working with Kettering and Dayton Country Club to address the issue.

David Suich, 291 W. Thruston Boulevard, thanked City staff, including the Public Safety Department and Law Director, for their efforts in assisting with the tall grass issue at the Dayton Country Club. He discussed concerns related to property rights, easements, and rights-of-way, referencing recent utility work and a survey of the property. Mr. Suich requested that the City continue working with neighboring jurisdictions and the Dayton Country Club to help resolve ongoing concerns.
