STAFF REPORT

Mr. Chris Kuzma, City Engineer and Assistant Public Works Director, presented the Engineering and Public Works Department staff report. The report included personnel updates, noting recent hires, a pending Parks Foreman start date, and several vacancies in progress.

Mr. Kuzma reviewed the Department’s current initiatives, including the 2026 Asphalt Repaving Program, Sidewalk, Curb, and Driveway Apron Project, Concrete Street Repair Project, and Public Works facility renovations. The asphalt project was awarded to John R. Jurgensen Company in the amount of $454,530, and the sidewalk project was awarded to A to Z Property Maintenance in the amount of $539,185. The Concrete Street Repair Project is expected to bid in summer 2026 with a $400,000 budget.

Updates were also provided on planned infrastructure improvements, including water main projects, Public Works yard upgrades, and technology enhancements at Smith Gardens. Mr. Kuzma highlighted ongoing efforts related to the Lead and Copper Rule Improvements program and the Fishbeck Water System Studies, which outline a long-term capital improvement plan totaling approximately $60.4 million over twenty years.

Additional updates included service contracts for tree services and landscaping, along with recent maintenance activities. Mr. Kuzma also reported on progress related to the Park Master Plan, supported by grant funding, and concluded by reaffirming the Department’s commitment to maintaining and improving the City’s infrastructure.

Mayor Duncan inquired about approved service line materials. Mr. Kuzma noted that most service lines are copper, with some plastic components.

Mrs. Turben referenced Fishbeck's presentation regarding a low-cost method of identifying lead service lines and asked whether a similar option is available to residents. Mr. Kuzma explained that a tool can be used at the shutoff valve to assist with identification for residents.

Mrs. Jackson asked about the City's approach to identifying service lines. Mr. Kuzma stated that the work is being completed on a district-by-district basis and that the next phase will focus on determining the most effective strategy for addressing service lines with unknown materials.

Mr. Dorf inquired about new staffing, specifically the management analyst position. Mr. Kuzma explained that the role will focus on data entry, customer service, and improving operational efficiency as the department works toward modernization. He noted that a job description is currently in development.

Mrs. Smiddy referenced the study recommendation to implement a Computerized Maintenance Management System (CMMS) to allow residents to report issues online. She confirmed that the City is evaluating various systems and that the management analyst will play a key role in system implementation, data management, and reporting.

Mrs. Jackson asked about water meter replacement. Mr. Kuzma indicated that the project is anticipated to be included in next year’s budget and will likely be implemented as a multi-year initiative.

Mrs. Smiddy noted the need for new meters in coordination with Lead and Copper Rule requirements. She emphasized the importance of developing a strategic approach to divide the community into manageable areas to complete replacements on an annual, coordinated basis.

Mrs. Jackson also inquired about Public Works yard improvements. Mr. Kuzma stated that the project is currently in the design phase, with preliminary work being completed internally.

CITY MANAGER’S COMMENTS:

The final Blanket Concert of the season will be held at Smith Gardens on Sunday, August 2, at 7:00 p.m., followed by the Annual Ice Cream Social on Sunday, August 9, from 3:30 to 7:00 p.m. Both events provide opportunities for residents to connect with one another, as well as with City Council and City staff. The 2026 Asphalt Repaving Program is underway, and residents are reminded to observe posted "No Parking" signs and keep streets clear to help crews complete the work safely and efficiently. In addition, the City's annual Sidewalk, Curb, and Driveway Apron Program is scheduled to begin the week of July 27 as part of ongoing infrastructure maintenance efforts to address minor repairs before they develop into more significant issues.
