- weak encumbrance controls,
- decentralized grant tracking,
- limited payroll/HR integration, and
- unclear fund segregation; and
The County recognizes that these issues require a coordinated, system-based modernization effort rather than isolated procedural fixes.
NOW, THEREFORE, BE IT RESOLVED
Section 1. Establishment and Purpose
The County hereby establishes a Countywide Financial and Administrative Systems Modernization Initiative ("the ONE-TOUCH Initiative") to:
- Strengthen internal controls and audit compliance
- Improve accuracy and timeliness of financial reporting
- Integrate financial, HR, payroll, grants, and asset systems
- Enhance transparency and public access to financial information
- Reduce manual processes and duplication of data entry
Section 2. Leadership and Accountability
The County Auditor is designated as the Executive Sponsor and Responsible Authority for the Initiative and shall:
- Lead implementation consistent with statutory duties
- Ensure compliance with Indiana Code and SBOA standards
- Develop and execute the One-Touch modernization plan
- Report progress to the County Council and Commissioners
Section 3. Steering Committee
A Cross-Functional Steering Committee is hereby established to provide oversight, coordination, and policy guidance.
Composition:
- County Auditor (Chair)
- One Commissioner (appointed by Commissioners)
- One Council member (appointed by Council)
- County Treasurer
- Human Resources Director
- IT Director
- Grants Administrator (or equivalent)
