APRIL 2026 REGULAR MONTHLY MEETING

MINUTES

The Delaware-Muncie Metropolitan Plan Commission held its regular monthly meeting on Thursday, April, 2, 2026 at 6:00 PM in the Commissioners Court Room (Room 309A) of the Delaware County Building, Muncie, Indiana. President Chris Smith called the meeting to order.

Ms. Swackhamer called roll and the following members were present: Mr. Brand, Mr. Carroll, Mr. Dishman, Ms. Hensley, Mr. LaChat, Mr. Landess, Ms. Sipe, and Mr. Smith. Absent: Mr. Borchers, Mr. Ivy, Ms. Kring, and Mr. Leach. Also present: Mr. Wiseley, attorney for the Board.

MINUTES:

Mr. Brand made a motion to approve the March 2026 meeting minutes with a minor correction as stated. Mr. Carroll seconded the motion. Voting in favor: Mr. Brand, Mr. Carroll, Mr. Dishman, Mr. LaChat, Mr. Landess, Ms. Sipe, and Mr. Smith. Voting against: None. Abstaining: Ms. Hensley. Motion carried March 2026 minutes approved as corrected.

Being a consideration of an appeal filed by Rentovation, LLC, requesting a change in zone from the R-5 Residence Zones to the R-2 Residence Zones at the premises of 501-603 North Northwood Drive, and R-2 Residence Zones to the R-5 Residence Zones at the premises of 605-615 North Northwood Drive, all in Parker City, Indiana, as more accurately described in the application.

Kathy Vannice, 325 W. Washington St., Muncie, Indiana, appeared to represent the applicant. She stated that the goal was to divide the property through platting to separate the duplexes but that it was currently split zoned and that needed changed first. She stated that the pieces on the east need to be the R5-Residence Zone since they had the existing duplexes and that the property to the west would be the R2-Residence Zone. She stated that the duplexes met the parking and setback requirements and had a shared wellhouse that would be outlined in the plat and this step would help get the parcels to the correct zoning.

Mr. Smith asked if the rezoning was at the request of Rentovation.

Ms. Vannice stated that Ashton Land Surveyors was hired by Rentovation to bring the properties into compliance and that the rezoning was to correct the split zoning issue.
