Ms. Vannice stated that since the parcels were so narrow that they would not meet requirements for multi-family development so they asked for the reduced zoning.
Ms. Hensley asked how many acres the field was.
Ms. Vannice stated that it would be approximately 7 acres total after the split.
Mr. Brand stated that it appeared to be a little over 500’ by 640’ if the drawings were to scale.
Ms. Vannice stated that they could place 1 house there were no issues.
No one appeared in opposition.
Ms. Swackhamer stated that advisory member Ms. Kring stated that she had no concerns with the request and advisory member Mr. Borchers, County Surveyor, stated that he had no drainage concerns with the rezoning.
Rosalee Patton, 12221 E. Jackson St., Parker City, Indiana, appeared. She stated that she owned the field to the south and it floods badly and needed to be addressed and asked about the County Surveyor’s comments.
Ms. Swackhamer stated that Mr. Borchers just stated that he had no concerns that that the rezoning would affect the drainage.
Ms. Patton stated that she was a farmer and that she would not purchase the property.
Mr. Brand clarified that Mr. Borchers statement was that the rezoning would not improve or degrade the flooding.
Mr. Brand made a favorable recommendation for MPC 03-26Z requesting a rezoning. Mr. Dishman seconded the motion. Voting in favor: Mr. Brand, Mr. Carroll, Mr. Dishman, Ms. Hensley, Mr. LaChat, Mr. Landess, Ms. Sipe, and Mr. Smith. Voting against: None. Motion carried, MPC 03-26Z to forwarded to the County Commissioners for their April 20, 2026 meeting.
LEGISLATIVE ACTION:
Ms. Swackhamer reported that MPC 02-26Z the rezoning filed by Amvets Muncie Post 12 had been adopted by the County Commissioners on March 16, 2026.
DIRECTOR’S REPORT:
Ms. Swackhamer reported that she had provided the Board with the year to date numbers for variances, rezonings, plats, permits, inspections and complaints. She stated that she and Ms. Sipe had attended the presentation by Mr. Smith on the Footsteps of Lewis and Clark and that it was fabulous and that they truly enjoyed how engaging it was and how much she learned. She stated that it would eventually be on YouTube and that she would provide that to the Board.
Ms. Sipe stated that she enjoyed the presentation and wished she had taken her husband as well. She stated that Mr. Smith had so much fun.
