DELAWARE-MUNCIE METROPOLITAN BOARD OF ZONING APPEALS
JULY 30, 2026, REGULAR MONTHLY MEETING MINUTES
CALL TO ORDER: Chairperson Leslie Mathewson called the meeting to order at 6:00 P.M. in the Commissioners’ Court Room, Rm 309A, 100 W. Main St., Muncie, Indiana.

Kylene Swackhamer called roll.
- Members Present: Matt Billington, Delaney Fritch, Steven Hinds, Richard Ivy, and Leslie Mathewson.
- Member Arriving Late: John Hamilton (arrived during the hearing for BZA 39-26).
- Member Absent: Kristi Knapp.
- Counsel Present: Attorney Patrick Wright and Kylene Swackhamer. A quorum of five members was initially present, and it was noted that four votes are required for official action.
APPROVAL OF MINUTES:
The Board considered the minutes from the May 2026 regular monthly meeting.
- Motion: Delaney Fritch moved to approve the minutes as presented.
- Second: Steven Hinds.
- Vote: Unanimously approved (5-0).
Meeting Procedures and Announcements
Chairperson Mathewson outlined the meeting procedures, including a 20-minute limit for applicant presentations and a 3-minute limit for public comments in favor or opposition.
OLD BUSINESS
BZA 36-26: Local Union No. 855 of the Brotherhood of Electrical Workers Inc.
Being a continuation of the public hearing on the matter of an application requesting a variance from the terms of the Delaware County Comprehensive Zoning Ordinance, to allow a reduced front setback for an existing structure, for a building addition not to further encroach in a business zone, on premises located at 4601 South Meeker Avenue, Center Township, Delaware County, Indiana, as more accurately described in the application.
- Applicant Testimony: Dave Layman, Business Manager, explained that the union is expanding its apprenticeship and training facility. The existing building already sits right against the setback line, and the new addition is intended to match the existing footprint without further encroaching.
- Staff Input: Ms. Swackhamer noted the original structures were built in 1991 and 2001, but the office could not locate the original permits due to the timeframe. Staff advised
