➢Municipal Income Tax: Mr. Klopsch provided an update on staff's work in analyzing options for addressing municipal income tax losses from other communities raising their tax rates. He explained that the recommended option involves establishing a credit reduction factor. This approach is anticipated to generate enough money to allow the city to operate without raising property taxes again until after 2023. The proposed credit reduction factor would impact over 50% of Oakwood individual taxpayers and over two-thirds of Oakwood's households. This topic will be discussed again at a future work session.

○Public Properties, Mr. Epley

➢Irving Field: Mr. Klopsch provided an explanation on the use of Irving Field and mentioned that the city is developing a written agreement with the Oakwood Schools. That agreement will clarify responsibilities and expectations in regard to Irving Field use.

○Public Utilities/Waterworks/Sewer, Mr. Epley

➢Refuse and Recycling: Mr. Klopsch explained that discussions are underway at the Montgomery County Solid Waste District on updating the district's five year plan. EPA approval of a new plan must be received by July, 2018. An item being discussed involves recycling rates and options for increasing these rates amongst Montgomery County communities.

○Safety & Traffic, Mr. Stephens

➢AMARS: Mr. Klopsch commented that the automatic mutual aid responses to Kettering are fairly consistent each month and that the system is working as designed, with no negative impact on Oakwood.

➢Shroyer Road Project: Mr. Klopsch provided a brief update on project construction and will include these comments in his City Manager's report at the regular session this evening.

➢Ridgeway Road Improvements: Mr. Klopsch noted that concrete repair work continues on Ridgeway Road and that the street light replacement is scheduled to take place within the next month or two.

•REGIONAL AGENCIES

○MVCC, Mr. Epley

➢MVCC Projects: Mr. Klopsch mentioned that the September 18 Council work session will begin at 6 p.m. rather than 6:30 p.m. That meeting will include a detailed presentation and discussion on the MVCC Broadband (fiber optic) project. Kettering City Manager Mark Schwieterman and IT Director Drew Miller will attend that meeting. Mr. Klopsch also mentioned that the MVCC City Managers are in discussion with MVCC Executive Director Brian Humphress in regard to goals and expectations.
