PSO Swear-In – Mayor Duncan recognized new Public Safety Officer William “Joe” Dues and his family. He then administered the Oath of Office. Chief Hill welcomed and introduced PSO Dues.

Citizen Committee Appointments – Mayor Duncan presented the following list of reappointments and new appointments to various citizen committees:

The reappointment of Nina Anglin to the Personnel Appeals Board; Chuck Ellis (Precinct B), Tim Judge (Precinct C) and Judy Steiger (Precinct F) to the Property Maintenance Board and the appointment of Dr. Elizabeth Hardy to the Board of Health; Abby Riedel and Phil Wittmer to the Personnel Appeals Board; and Katy Tribble (Precinct H) and Scott Fischer (Precinct H) to the Property Maintenance Board.

It was moved by Mayor Duncan and seconded by Mrs. Turben that the aforementioned appointments be confirmed. Upon a viva voce vote on the question of the motion, same passed unanimously and it was so ordered.

Oakwood Inclusion Coalition 2022 Annual Report – Judy Cook, former mayor and vice chair of the Oakwood Inclusion Coalition (OIC,) reported on the organization’s activities over the last year. The OIC’s annual report focuses on the following topics: administrative matters; engaging community participation; achieving community impact; realizing the OIC mission to study, promote and celebrate diversity; operating with solid financial standing; and expressing appreciation for local stakeholders and resources.

The OIC is a citizen-led organization that continues to work closely with the City, the Schools and Wright Library. The OIC Leadership Team expanded its team size in 2022 by adding four new members.

One of the most important tasks of the OIC has been to engage community participation. The OIC has participated in regional community building events, and Oakwood events and traditions. The OIC remains committed to non-partisanship, community connections and constructive collaborations.

The Oakwood Inclusion Coalition obtained a 501(c)(3) non-profit designation for the organization in May 2021, and has established a fund at The Dayton Foundation. At the end of the 2022 calendar year, the OIC has a balance of $16,576,17.

Mrs. Cook thanked the City, School and Library liaisons and respective governing boards for their guidance and support. She also acknowledged the support of the Oakwood Register in promoting OIC events and activities.

Mayor Duncan thanked the OIC for its efforts, and thanked Mrs. Cook for the update. He noted that the City, Schools and Library act as a three legged stool in that the stool is only as strong as the three legs together.

Pinwheels for National Child Abuse Awareness – Oakwood resident Terri Jones with CARE House shared information about the work of CARE House and the 2023 pinwheel project.

Mrs. Jones shared that she and her family have lived in Oakwood for over forty years. She is attending the council meeting, along with Libby Nicolson, the Director of CARE House, to discuss the pinwheel project and to advocate for victims of child abuse and neglect. Mrs. Jones quickly learned when she worked as an Emergency Room nurse at Dayton Children’s Medical Center that the presence of neglect is in all types of neighborhoods. The mission of CARE House is to prevent child abuse and neglect for all kids in the community. The first step in preventing child abuse and neglect is having awareness of the problem. Prevention is the second step, starting with education and ending with every child being safe and protected. Each year, starting in April, CARE House plants Pinwheel gardens to help raise awareness. Pinwheels are a reminder of the role we all play in children's lives. CARE House joined the city of Oakwood and other community partners to
