AUGUST 5, 2019 COUNCIL MEETING

City Council met in public session on August 5, 2019. Here are the highlights.

The meeting began with a moment of silence to honor the victims of the mass shootings in Dayton, Ohio, and El Paso, Texas.

Council meeting minutes were approved for the July 15, 2019 regular session, work session and executive session.

STATUS REPORTS

  Proclamations – Mayor Bill Duncan read proclamations designating September as “Prostate Cancer Awareness Month” and “National Suicide Prevention Awareness Month”.

LEGISLATION

Oakwood City Council approved the following legislation:

  A Resolution to review a request submitted by Hills Developers, Inc. for an amendment to the Sugar Camp/Pointe Oakwood master plan relating to signage for the Element Oakwood condominiums.

  PUBLIC HEARING

  •

  A public hearing was conducted to review a request submitted by Hills Developers, Inc. on behalf of Element Oakwood, LLC for an amendment to the Sugar Camp/Pointe Oakwood master plan relating to signage for the Element Oakwood condominiums.

  The hearing included a staff report, testimony from a representative of Element Oakwood, LLC, and testimony from one Oakwood resident. By a vote of 4-0, with one member recusing himself, said request was approved. This decision was memorialized in Resolution No. 1857.

  An Ordinance establishing regulations to prohibit the operations of short-term rentals. This ordinance included testimony from 13 Oakwood, Dayton and Kettering residents.
• ➢
  A Resolution to continue participation in a multi-jurisdictional Hazard Mitigation Plan in conjunction with the Montgomery County Office of Emergency Management.
• ➢
  A Resolution to authorize and direct the Director of Finance to certify certain delinquent charges for cutting noxious weeds to the County Auditor for collection.
• ➢
  A Resolution to authorize the reallocation of the City’s inside millage property tax revenues.
• ➢
  A Resolution approving an isolation and quarantine policy for infectious diseases and other public health emergencies.
• ➢
  A Resolution approving the Montgomery County Solid Waste Agreement.

STAFF REPORT

  Public Safety Presentation: Chief Alan Hill, Public Safety Director, referenced a PowerPoint presentation and updated Council on the following topics: Irving Avenue Enforcement; Cases of Note; Joint Terrorism Task Force (JTTF) Recognition; DARE Program; Leash Law Update; PSAP Compliance; Citizen Police Academy; and the Assisting and Contributing to Oakwood Resident Needs (ACORN) Program.

Chief Hill acknowledged the six Dayton police officers that responded within 28 seconds to an active shooter situation from the Oregon District. Their quick response saved many lives. Chief Hill commended the Dayton police officers for their courage and commitment to the community.

CITY MANAGER’S COMMENTS

Mr. Klopsch shared that both his father and uncle were diagnosed and treated for prostate cancer. He encouraged men to get prostate screenings to ensure early diagnosis. Mr. Klopsch shared the sad news that Dr. Dick Garrison passed away a week ago. Dr. Garrison served as the Oakwood Public Safety Department Medical Director for 26 years and as Oakwood’s Health Commissioner for ten years. Dr. Garrison fought cancer valiantly for a few years before he passed away at the age of 65.
