Call to Order

President Riggin called the meeting to order at 9:00 a.m. and welcomed those in attendance.

Pledge of Allegiance

Those present stood and recited the Pledge of Allegiance.

Roll Call

Roll call was conducted. Present were President Sherry Riggin, VP Stephen Brand, and Commissioner Shannon Henry. Auditor Edward Carroll Jr, Engineer Dean Thomas, Attorney John Brooke. A quorum was declared.

ANNOUNCEMENTS

Employee of the Month

Don Chambers Building Maintenance Superintendent, nominated Jimmy Brooks as Employee of the Month for the County Building and recognized his dedication and willingness to volunteer for additional duties.

Appointments

• Fair Board – Motion: Commissioner Brand moved to appoint Amber Green to the Delaware County Fair Board.
  Second: President Riggin
  Motion carried unanimously.
• Board of Zoning Appeals (BZA) – Motion: Commissioner Brand moved to appoint John Hamilton to the Board of Zoning Appeals.
  Second: Commissioner Henry
  Motion carried unanimously.

Tabled Business

Delaware County American Tower Audit Lease Amendment Request

Remains tabled.

Ordinance No. 2026-01

Amendment to Title 5, Chapter 14 regulating activities within public rights-of-way.

Discussion was held regarding mailbox placement, contractor compliance, and agricultural operations.

Motion: Commissioner Brand moved to remove Ordinance 2026-01 from the table.

Second: Commissioner Henry

Motion carried unanimously.

Ordinance will now be move to second reading for ordinances.

Discussion followed regarding right-of-way language and additional review.
