MINUTES

The Council of the city of Oakwood, Ohio, met in a work session on Monday, May 1, 2017 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Mayor Duncan called the meeting to order at 6:30 p.m. Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan began the work session by reviewing the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following agenda items:

• STATUS REPORTS
  • Mayor Duncan noted that he will present a proclamation at the regular session this evening recognizing May as “Motorcycle Awareness Month”.
• LEGISLATION: Council discussed the following three ordinances on the agenda for the regular session this evening:
  • Ordinance to levy special assessments for the 2018 Street Lighting, Mr. Stephens
  • Ordinance to levy special assessments for the 2016 Sidewalk Repair Project, Mr. Stephens
  • Ordinance adopting the 2018 tax budget, Vice Mayor Byington
• STAFF REPORT: Mr. Klopsch noted that Mrs. Stafford’s presentation at the regular session this evening will focus on income tax matters.
• COUNCIL COMMITTEES
  • Court Liaison, Mrs. Hilton
    • Court Software System Upgrade: Mr. Jacques provided an overview of the Court Software Upgrade Project. The 2017 Budget includes $100,000 to replace computer software that is approximately 8 years old. Judge Peggy Quinn recently applied for and was awarded grant money to cover this expense. This money is made available through the Ohio Supreme Court. Mr. Jacques and Finance Director Cindy Stafford are working with Judge Quinn to study details of the grant to ensure that it will provide the software program best suited for our city.
  • Finance, Vice Mayor Byington
    • May 15 BRC Meeting: Mr. Klopsch reviewed the draft agenda for this meeting. The meeting will focus on a discussion with State Senator Peggy Lehner and State Representative Jim Butler. The primary topic will be the municipal income tax.
    • 2016 Audit: Mr. Klopsch reported that field work on the 2016 audit is completed and all indications are that the city will receive another clean report.
  • Law & Minutes, Mrs. Hilton
    • SB 331 Legal Action: Mr. Jacques provided an update on the legal action against the “Small Cell Antenna” law. The initial effort is focused on having the law overturned on the grounds that it was adopted in violation of the single-subject rule.
