    • Pre-sale Housing Inspection Program: Mr. Jacques provided an update on the legal challenge to the city's pre-sale housing inspection program. The matter awaits a decision in Federal Court.
  • Public Properties, Mr. Epley
    • Old River and Lane Stadium Rentals: Mr. Klopsch mentioned that staff is working with representatives from the Oakwood United Soccer Club to develop an agreement on facility use fees. It appears that a satisfactory agreement can be reached in the near future.
    • Shafor Park Tennis Facility: Mr. Klopsch mentioned that staff intends to include the Shafor Park Tennis Facility Reconstruction Project in the 2018 Budget as originally planned. Mayor Duncan inquired as to the cost estimate. Mr. Klopsch mentioned that the project will cost an estimated $500,000 – $600,000. Mr. Stephens suggested that the income tax revenue loss issue should be addressed before this project is pursued.
    • Hollinger Tennis Center: Mr. Klopsch mentioned that new signs will be erected on both sides of the Hollinger Tennis Center in the near future. These signs will designate Hollinger as a city of Oakwood facility. Staff is working with representative of Hollinger to ensure that the facility grounds are properly maintained. Mayor Duncan inquired as to how many new memberships have been sold for Hollinger. Mr. Klopsch reported that to date, only existing memberships have been renewed.
  • Public Utilities/Waterworks/Sewer, Mr. Epley
    • Solid Waste Program: Mr. Klopsch mentioned that some UD students recently prepared a term paper on the subject of “pay as you throw”. This paper recommends that Montgomery County pursue a course where pay as you throw becomes the county norm. It suggests that this will significantly increase recycling. The paper was presented last week to the Montgomery County Solid Waste Advisory Committee. Mr. Klopsch explained that implementing a pay as you throw program would reduce solid waste disposal costs for some residents and increase them for others. Making this a county-wide program would be difficult and would certainly require extensive discussion and debate.
  • Safety & Traffic, Mr. Stephens
    • Shroyer Road Project: Mr. Klopsch noted that approximately 20 citizens attended the two Open House events. The roadway construction project is scheduled to begin in June and be completed in October.
    • PSAP and 911 Planning Committee: Mr. Klopsch reported that the Montgomery County Regional Dispatch Center continues to pursue a cost sharing plan for the county 911 Coordinator and annual AT&T fee. Mr. Jacques is researching the matter to determine if the five member 911 Planning Committee has the power to impose costs on six PSAPs that are not members of the Regional Dispatch Center. All of the City Managers for these six PSAPs strongly oppose the cost sharing proposal.
  • Streets & Alleys, Mr. Stephens
    • Ridgeway Road Improvements: Mr. Klopsch mentioned that the concrete roadway repair is now scheduled to begin sometime next week and will last 4 – 6 weeks. The street light replacement work is scheduled to take place in late summer or early fall. All of the residents along Ridgeway Road received notification last week.
