The bakery location at 6 Oakwood Avenue provides ample parking so there is no anticipated problem with traffic or traffic patterns related to parking. In regards to noise and disruption, there are several Insomnia Cookies stores located in suburbs and communities very similar to Oakwood. There have not been any problems in these locations.

Mr. Dallas Warble, Vice President of Operations for all Insomnia Cookies, shared that he travelled from Dallas, Texas on behalf of Insomnia Cookies to discuss operating hours and how this works with the other locations. Insomnia Cookies wanted to do business in the city of Oakwood because it is centrally located where people live, go to school and work. There is a misconception that Insomnia Cookies is a campus-driven company, but that is not the case. Insomnia Cookies had one of their best years in 2020 during the pandemic when many college campuses and bar districts were closed. Late night deliveries were being made to people that lived or worked in the community. He acknowledged that Insomnia Cookies did not do a good job of presenting their case to the Planning Commission in May. If things could be done differently, the organization would have sent a different group of people to represent Insomnia Cookies at the Planning Commission meeting. There are many bakery locations that are in communities similar to Oakwood. Insomnia Cookies is a good neighbor to residents as well as other businesses. The majority of the company’s revenue is generated late at night on Friday and Saturdays. These hours are critical to the health of the business. The noise concerns are unfounded. The bakeries are typically quiet because most of the products are consumed off-premises. Insomnia Cookies is open to collaborating with the city of Oakwood to make the Oakwood bakery successful.

Mrs. Catherine Gatlin, Marketing Operations for Insomnia Cookies spoke briefly. She noted she has been with the company for nine and a half years. Her role is to build relationships and to learn about the community. Every neighborhood is unique and Insomnia Cookies makes it a priority to partner with local communities.

Mr. Connor Kocur, 222 Irving Avenue, shared that he attends the University of Dayton and has lived on Irving Avenue for a year. He is also recently employed by Insomnia Cookies. He has not noticed an increase in noise since Insomnia Cookies moved into the location right behind his house. As a student and Oakwood resident, he believes it is beneficial to have a place to go to late at night.

Mrs. Hilton asked about the local businesses mentioned in the staff report.

Mr. Kroger explained that his staff report only listed the businesses located in Oakwood. There are other nearby businesses located in the city of Dayton.

Mrs. Turben asked if there were any reported disruptions when Firehouse Subs hours were extended from 9 p.m. to 10 p.m.

Mr. Kroger reported that there have not been any complaints about Firehouse Subs during his tenure on staff.

Mayor Duncan asked if there is an egress on the east side of the building.

Mr. Warble shared that there is an east egress that is used for emergencies. It is not promoted as an entrance or exit.

Mayor Duncan asked if the employees park on the east side of the building.

Mr. Warble answered that they encourage employees to park on the east side of the building.

Mayor Duncan asked how the delivery process would work.

Mr. Warble explained that their delivery process may reduce the amount of traffic. A delivery usually involves several orders at one time. A single delivery driver may take three or four orders in one trip.

Mayor Duncan asked about the size of the radius for deliveries.

Mr. Warble said that most deliveries will be in a three to five mile radius, and the deliveries are kept to a 15 minute drive to ensure the cookies are delivered warm.

Mayor Duncan asked if Insomnia Cookies experiences weekend or seasonal variations with sales.
