Mayor Duncan commented that this is unknown at this time which is why they are imposing a 12-month trial period.
Mayor Duncan called for a five minute recess to allow for drafting.
The meeting reconvened.
Mr. Jacques referenced the draft legislation before Council. He characterized it as a resolution overriding the decision of the Planning Commission. He then read the following draft language:
In SECTION I, “Preliminary staff findings are adopted. Council has concerns about foot traffic and noise, but these are speculative at this time and warrant a trial period.”
In SECTION II, “Extended hours are hereby granted on a trial basis as follows:
RETAIL operations may be open until 10:00 p.m. on Sunday through Thursday evenings, and until 11:00 p.m. on Fridays and Saturdays.
DELIVERY operations may be extended until 2:00 a.m., seven days a week.
These hours are granted on a TRIAL BASIS, subject to re-evaluation by Council at its August 2023 regular meeting. In the event of excessive complaints, Council reserves the right to schedule its re-evaluation at any earlier date.”
Council concurred that Mr. Jacques accurately captured the information.
Mayor Duncan thanked the Applicant for delivering a professional presentation. He shared that he looks forward to their success in Oakwood.
A copy of the resolution, having been placed on the desks of each member of Council prior to introduction, was read by title.
Vice Mayor Byington explained that this is a resolution to formally adopt Council’s decision on the zoning appeal just heard.
Thereupon, it was moved by Vice Mayor Byington and seconded by Mrs. Hilton that the resolution be passed.
Upon call of the roll on the question of the motion, the following vote was recorded:
There being four (4) yea votes and no (0) nay votes thereon, said resolution was declared duly passed and it was so ordered.
Mr. Stephens moved back to his seat on the dais.
Public Safety Department Presentation: Chief Alan Hill, Public Safety Director, referenced a PowerPoint presentation and updated Council on the following topics: Crisis Now; 988 Hotline; Personnel Changes; Case of Note; PSAP Compliance; Use of Force Stats; Camera Update; CodeRED; Good Choice Tickets; Bike Patrol and the Citizen Police Academy.
Chief Hill thanked City Council for honoring Deputy Yates at the beginning of the meeting with a moment of silence. Two Oakwood Public Safety Officers attended the funeral where he was honored for his service.
He commented on the assault and robbery that happened on East Drive recently. This is a reminder that even though Oakwood is a safe community, it is not immune to crime. This was a crime of
