The Council of the city of Oakwood, Ohio, met in a work session on Monday, January 7, 2019 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.
Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.
Mayor Duncan called the meeting to order at 6:30 p.m. and began by reviewing the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following agenda items:

STATUS REPORTS:
- PSO Swear-in: Mr. Klopsch noted that new Public Safety Officers Chris Slone and Ryan Wells will attend the regular session this evening for the Oath of Office. Mayor Duncan mentioned that he had a list of family members to recognize.
- Recognition of Dr. Richard Garrison, MD: Mayor Duncan mentioned that Dr. Garrison will be recognized at the regular session this evening. He served as Medical Director for the Oakwood Public Safety Department from 1983 until 2009, and as Oakwood Health Commissioner from 2007 through 2018.
- Health Commissioner Appointment: Mr. Klopsch noted that Dr. Steve Enseleit, MD will attend the regular session this evening. Mr. Klopsch will introduce him as the newly appointed Oakwood Health Commissioner.
- Council Committee Assignments: Mayor Duncan mentioned that there are no proposed changes for council committee assignments, so Council will vote at the regular session this evening to leave all assignments as is.
- Citizen Committee Appointments: Mayor Duncan mentioned that he will contact several committee members to see if they wish to serve additional terms. Mr. Klopsch noted that there are now three vacancies on the Environmental Committee (Beautification Committee). These are created with the retirements of Tom Davis, Laurie Leach and Sally Solarek. Mr. Klopsch will propose new committee members in advance of the February regular session.

VISITORS:
- Jesse Haines Award, Montgomery County Auditor Karl Keith: Montgomery County Auditor Karl Keith will join Finance Director Cindy Stafford at the regular session this evening in recognizing Assistant Finance Director Alice Young as recipient of the 2018 Jesse Haines Award. The award is presented to a local government finance professional who has served with distinction and integrity.
- Holiday Decorating Awards, Jane Lieberth: Mayor Duncan reported that he will join Jane Lieberth from the Environmental Committee in presenting certificates to the winners of the 2018 Holiday Home Decorating Contest.
