Resolution No. 2026-006 – Wes-Del Community School Corp. Sewer Plant – Danyel Struble noted that Resolution 2026-006 formalizes the Commission’s pledge to the project. Struble stated what TIF allocation areas will be utilized for the project and the total pledged amount of $500,000. Commissioner Brand noted the Commissioners wrote a letter of support to Senator Todd Young’s office. Additionally, the Commission received a letter of gratitude from the Wes-Del superintendent acknowledging the support. Commissioner Henry moved to approve. Commissioner Brand seconded. Unanimous approval; motion carried by roll call vote #5.
Resolution No. 2026-007 – ECIRPD for Merchant McIntyre Contract – Danyel Struble Struble said she and Caravaglia discussed having a Resolution for every TIF obligation for tracking purposes even if not required by law. It documents which TIFs are to be used and allow the staff to more easily track TIF obligations. Struble explained the contract. Keisling moved to approve. Commissioner Henry seconded. Unanimous approval; motion carried by roll call vote #6. Commissioner Henry expressed appreciation and approval for the new method stating that using Resolutions provides a much better understanding of exactly what funds are being drawn from individual TIFs.

2026 bids for mowing DCRC properties – Danyel Struble
Commissioner Brand moved to remove from the table. Keisling seconded. Unanimous approval; motion carried by voice vote. Struble explained that a bid was delivered unsealed. She was able to catch the individual before he left. He checked the bid to ensure it was valid and put it in a sealed envelope before the deadline Struble said she did not see the bid or where it was from before it was sealed. That bid came from Sun Valley Landscape and Snow. Struble opened the first bid from Sun Valley Landscape and Snow. The amount quoted was $757.35 per mow for parcel #1 (16.83 acres), $516.60 per mow for parcel #2 (11.48 acres), and $379.95 per mow for parcel #3 (8.31 acres). Struble opened the second bid from Jay-Crew Landscape. The amount quoted was $1,000.00 per mow for parcel #1 (16.83 acres), $757.35 per mow for parcel #2 (11.48 acres), and $373.95 per mow for parcel #3 (8.31 acres). Commissioner Henry noted that although the price per cut is lower, Sun Valley’s estimate of 20 cuts is treated more like residential lawns. He requested that it be treated (as stated in the RFP) like field mowing and cut only when it reaches 12 inches to remain in line with Delaware County standards. Following this standard would result in far fewer cuts. Commissioner Henry moved to approve Sun Valley Landscape as the successful bidder under the condition they follow the 12-inch rule rather than a fixed 20 cut schedule. Commissioner Brand seconded. Unanimous approval; motion carried by roll call vote #7.
